HOI4에서 내전이란것은 이데올로기가 다르나 국가코드는 같은 한 국가를 더 만들어서 둘이 싸우게 만드는 시스템으로 이뤄지는 것 같습니다.
여기서 카이저라이히 모드 제작진은 다음과 같은 방법으로 반란군이나 정부군에 국가명과 고유한 국기를 주는 방법을 쓰고 있습니다.
1. 해당 국가의 내전 당사세력의 코스메틱 태그를 미리 설정해둔다.
2. 특정 이데올로기 세력으로 내전을 일으킨다.
3. 특정 이데올로기(혹은 이전 정부 이데올로기)가 집권한 국가코드를 찾아서 코스메틱 태그를 씌운다.

이렇게 하면 내전 당사자에 각각의 국가태그를 주지 않으면서 세력명이나 국기 설정이 가능할 것으로 보입니다.
