내가 성장하고 있을 때에 우리 집에는 자동차가 3대가 있었다. 3자녀 중의 첫째였던 내가 운전이란 걸 배우기도 전이었다. 아버지는 체비 블레이저 (Chevy Blazer)를 몰았고 어머니는 미니밴을 몰았는데 3번째 차는 오래되고 곧 부서질 것 같은 올즈모빌 커틀래스 써프림(Oldsmobile Cutlass Supreme)으로 파워 스티어링조차 없었다. 결국 이 올즈모빌은 내가 몰 첫 차가 될 것이겠지만 그것은 우리 부모님이 구입한 것도 아니었다. 그럼에도 부모님이 그 고물차를 버리지 않고 갖고 있었던 이유는 단 하나였다.
비상대비 계획(백업 플랜)이었다.
만약 블레이저나 미니밴이 문제가 생기거나 고장나 버리더라도 부모님은 일하러 가야 하고 우리들 자식들을 읍내 이곳저곳에 태워줘야만 했다. 말하자면 그 올즈모빌은 다른 자동차 2대 중에서 한 대가 고장나더라도 이 '애국자' 가정의 필수적인 일상적인 활동들이 돌아갈 수 있게 하는 "교통의 연속성" 계획이었던 것이다.
비록 훨씬 더 복잡하기는 하지만, 우리 미국 정부에도 비슷한 백업 계획들이 있다. 이런 비상대비 계획들을 포괄하는 용어가 "정부의 연속성"(continuity of government: COG)이다.
우리 정부의 정상적인 활동들을 저해하는 비상사태가 발생하면 이 COG 계획들이 우리 정부의 필수적 기능들이 계속 수행되도록 보장하는 것이다.
예를 들어 보자: 적국 정부가 워싱턴 디씨를 핵무기로 공격한다. 우리 나라는 무엇을 해야 할까? 비상대비 계획이 없다면 모든 게 금새 혼돈에 빠질 것이다.
내가 쓴 이 권한이양 연재 글들은 도널드 트럼프가 새로운 종류의 비상사태 ㅡ 즉, 도둑맞은 선거 ㅡ에 직면하여 어떤 형태의 COG 계획을 실행했다는 아이디어에 기초한 것이다.

The first fact you need to understand is that Donald John Trump would have been derelict in his duty as President of the United States and Commander in Chief of the military to allow the election to be stolen and Joe Biden installed as President.

This article is an introduction and overview to the entire concept of the devolution theory. I won’t be going into the specific details like I do throughout the rest of the series, but you should walk away from this article with an understanding that devolution is real, and that it is not only possible, but likely, that Trump put a COG plan in motion before walking away from office.
I am not guaranteeing anything. This is a theory based on countless hours of research, but it’s still just a theory… for now.
