I am writing you on the behalf of victims both in the United States and abroad. As you are aware, many revelations surrounding the National Security Agency’s extensive electronic dragnet have recently come to light through released records by the intelligence insider Mr. Edward Snowden.
During the course of the LIBE Committee hearings even more first-hand testimony was heard from other former NSA insiders regarding the extent of NSA privacy invasion and lack of oversight regarding their methods of data collection.
Their statements begin to come very close to an issue that those of us in the medical community in the United States and abroad have been keenly watching for several years now.
나는 지금 미국과 기타 해외의 피해자를 대신해서 이글을 씁니다.
여러분들도 알고 계시듯이, 최근 내부고발자인에드워드 스노우든씨에 의해서 알려지고, 폭로된 기록들을 통해서 확장일로에 있는 NSA의 전자 저인망(dragnet)에 관하여 밝혀지고 있습니다.
그리고 LIBE위원청문회동안 관련 초안진술을 토대에서, 그 이전의 NSA의 내부고발자들의 진술로, NSA의 개인 프라버시 침범, 그리고 그들의 개인데이타 수집과정에서 부주의의 간과등에 관한 진술등을 들어볼 수있었습니다.그들의 진술은 미국과 해외, 우리 의료인 사회에서도 아주 밀접한 이슈로 초기화되고 있습니다. 그리고 아주 예리하게 수년간 주시해오고 있습니다.
Over the last decade we have seen a sharp rise in the number of people coming forward with complaints of non-consensual experimentation with electromagnetic weapons designed to target both electronic hardware and the human central nervous system.
While this was typically disregarded as mental illness in the past, the total global population voicing these identical complaints has exponentially grown to numbers that can no longer be attributed to delusional disorder, schizophrenia or any other described mental illness.
You may be unaware that the safeguards against experimenting on the public without their consent in the United States are very lax and are included in legislation referred to as The Common Rule which is the Federal Policy regarding human subjects protection. It is written with several loopholes for the allowance of non-consensual experimentation, mostly by intelligence agencies.
지난 십년간동안, 우리는, 전자파관련 하드웨어 디자인된 전자파무기류들로 특히 인간 중추신경과 관련된 자신들이 비동의하에 실험체가 되어있다는 치솟는 숫자의 많은 피해 자들의 수와 그들의 불만,불평호소를 보고듣고 있습니다.
그러나 이것이 바로 과거에는 정신병으로 묵살되어왔던 반면에, 지구상의 여러곳에서 똑같은 불평의 소리가 기하급수적인 수로 증가하게 된자, 더이상 망상장애, 정신분열증이나 달리 서술되는 정신병으로 더이상 로 여길수 없는 상황에 이르렀습니다.
여러분들이 미국사회에서 일반 대중, 그들의 동의 없이 대상 실험관련 감시요원들이 아주 느슨하고, 그리고 인간주체보호와 관련된 연방정책인 상용법칙과 관련된 입법이 포함된다는것을 잘 모르고 계실것입니다.
그것은 대부분이 바로 정보국요원들에 의해 행해지고있는 비동의 실험들이 빠져나가는 수많은 구멍을 마련해 주고 있느것으로 쓰이고 있는 셈입니다.
Hence, we have seen the necessity for the Bioethics Commission hearings in the United States after it was brought to light that Guatemalan prisoners were experimented on with contagions by the National Institutes of Health. During the course of the Bioethics Hearings, their directive was to determine if any other non-consensual experimentation was on going in the United States or abroad.
At each of the four meetings there was included a public forum for the committee to address concerns by the public at large. Over on e hundred individuals were in attendance at each of the four meetings voicing complaints of exposure and experimentation with electromagnetic weapons technologies. The effects of these technologies on the human body can on ly be described as torture.
그러므로, 미국에서, 우리는 생명윤리위원청문회를 통해서 그 필요성을 알아왔고, 그것이 구아테말라 죄수들에 대해서 NIH(국가 보건당국 National Institutes of Health)이 전염성 질환이 실험되었더라는 사실을 규명해주었습니다.생체윤리 청문회과정동안에, 그들의 지휘관은 만일 기타 다른 비동의 실험들이 미국이나 해외에 진행되고 있는지 결정하는 것이었습니다.
4개의 미팅각각에서, 그중에 광범위하게 대중과 관련되어 언급하는 대중포럼위원회도 포함되어 있습니다. 전자기파무기류 기술에 노출되고, 실험되고있다는 사실의 불평의 음성을 매 4번의 미팅 참석마다, 약 100명이상의 개인들이 참석합니다. 사람들의 신체에 끼치는 이 기술의 영향은 단 한마디로, '고문'이라고 언급될 수 있습니다.
Several years ago another National Security Agency insider, John St. Clair Akwei, described in detail the frequencies used by the NSA and other intelligence agencies to access and influence the human body and nervous system in his civil action against the NSA.
His descr1ptions of technologies used to track, monitor and alter a subject’s perceptions, moods and motor control are similar to the complaints we are hearing today from victims alleging non-consensual experimentation and torture. Moreover, Vladimir Putin, in a speech in 2012, admitted that Russia is following suit in funding development of weapons that will attack the human central nervous system.
His defense minister, Anatoly Serdyukov, described the weapons as directed energy weapons, wave energy weapons, genetic weapons and psychotronic weapons based upon new physics principles. Obviously, Russia intends to go down the same path of directed energy weapons research that the United States has long been on .
The unfortunate truth regarding this type of technology is the ease with which it can be used remotely and non-consensually on the public without the recommended safeguards of an Institutional Review Board or any appreciable ethical oversight. In the United States this research is typically done clandestinely
under the guise of national security concerns just as the NSA electronic data mining was done which is currently being covered in the LIBE Committee.

더구나 블라디미르 푸틴의 2012년의 연설에서, 그는 러시아는 인간의 중추신경계를 공격하는 무기류의 개발 제정지원할것이라고 말했습니다.
푸틴 정부의 국방부장관, 아나톨리 세르듀코프는 에너지무기로 표현된 이무기에 관해서, 물리학적인 원칙에 의해서 파장에너지무기, 제네틱 무기 그리고 사이코트로닉무기라고 표현했습니다.
분명하게, 러시아는 미국이 오랜동안 지속해온 지향성 에너지무기들과 같은 길을 이제는 정점에서 내려가는 의향을 보여주는 셈입니다.
이들 기술형태와 관련된 불행한 진실은 일반 대중들에게 원격으로 쉽게 사용되어질 수있고, 비동의로, 전혀 안전지침이나 경고 알림판없이, 혹은 어떤 감지할만한 윤리적인 감시 감독없이 사용되어질 수 있다는 용이한 점입니다. 현재LIBE위원회( LIBE Committee)에서 밝혀진 바에의하면, 미국에서 이 기술관련 연구는 전형적으로 은밀하게, NSA의 전자 데이타 마이닝로써, 국가 보안의 가장하에 행해지고 있습니다.
Over the last decade I have consulted with thousands of people in the United States complaining of exposure and experimentation with electromagnetic weapons technologies which include, but are not limited to, complaints of mood alteration, heart palpitations, involuntary body movements, severe headaches, blurred vision, burns to the skin, non-consensual micro-chipping and neurocognitive perturbation.
It is my belief, based upon former and current publicly released government research d0cuments as well as victims complaints of torture, that this technology is being used in a non-consensual manner on the global public.
지난 몇십년을 거슬러, 나는 미국내의 수천명의 사람들을 상담해오고 있습니다. 이들은 전자기무기기술에 노출되고, 실험자가 되었다는 불만뿐만 제한된것 뿐만아니라, 기분변화에 따른 불평, 심박동심각한 증가, 자발적인 신체의 움직임, 심각한 두통들, 그리고 희뿌옇게 되어버린 시야, 타오르는 작열감의 피부, 비동의 마이크로칩 임플란팅, 그리고 신경인지장애와 관련한 불평을 호소했오고 있습니다.
나는, 현재 공개적으로 출시된ㅅ 정부연구기록과 마찬가지로 피해자들의 불평과 고문들의 내용으로 바탕으로, 나는 이 기술이 전세계적으로 비동의로 사용되고 있다는 것을 확신하고 있습니다.
I would like to express my deepest gratitude to you for meeting with our representative from the International Center Against Abuse of Covert Technologies and taking the time out of your busy schedule to hear these complaints and read my letter.
