중앙선거관리위원회가 6·3 지방선거를 앞두고 투표용지 최소 인쇄 기준을 유권자 수의 60%에서 50%로 낮추는 과정에서 사무총장과 선거정책실장 2명의 전결(專決)로 결정한 것으로 나타났다. 이후 시·군·구 선관위는 자체 판단에 따라 투표용지 인쇄 기준을 정했는데, 투표용지 부족 사태가 가장 심각했던 서울 송파구선관위의 경우 회의를 열지 않고 서면으로 50%(2개동은 60%) 인쇄안을 의결했다.

투표용지가 부족했던 대부분의 지역 선관위는 판사, 정당 추천 인사로 구성된 선관위원(비상임)들이 선관위 파견 직원이 만든 원안을 그대로 의결했다. 투표용지 부족 사태가 발생한 서울 송파구·광진구 선관위는 회의도 열지 않고 서면으로 결정이 이뤄졌다.
