Neither opinion에서의 neither는 opinion을 꾸며주는 형용사일 뿐 도치와는 상관이 없습니다. 두번째 문장에서의 She was not stupid,and neither was he는 She was not stupid,and he was not stupid either을 neither를 사용한 문장으로 대치했을 때 neither가 부정어이기 때문에 주어와 동사의 위치가 바뀐거죠.. 즉 도치된거요..
