 어법상 틀린것은???

답은 3번이구요~~~~~ 설명부탁드려요~

밑줄친 부분에 들어갈 문장은...    did Mr.Peterson reveal his intentions. 입니다.

이거 해석이랑 문두 부정부사어구때문에 도치되는거 어찌되는지 알려주세요~~

앞에 not until 있는데~ 앞에는 negotiation were는 왜 도치가 안되는거죠???

3.The Philippines is consisted of many islands

여기서 밑줄친 부분이 consists of가 되야한다는데요,

consist of 는 수동태를 못만드는건가요?자동사에요?

기본적인거 헷갈려서 그러는데요~ 

자동사는 수동태를 못만들자나요~ 그럼 자동사에 전치사 취한건 수동태 만들수 있나요???
