이 동맹은 2023년 11월, 미 공군이 자체적으로 26대의 웨지테일을 구매할 계획을 발표한 것을 따라, 1980년대 제작된 E-3 기단을 대체하기 위해 E-7 여섯 대를 도입하겠다고 발표했다. 벨기에, 독일, 룩셈부르크, 네덜란드, 노르웨이, 루마니아, 미국 등 7개 NATO 동맹국이 의사결정 과정을 주도했다.
그러나 미국이 7월에 E-7 구매를 지원하는 NATO 컨소시엄에서 탈퇴했다고 네덜란드 측은 밝혔다. 미국이 빠지자 “전략적·재정적 기반이 모두 무너졌다.”
미 국방부는 2026 회계연도 국방예산 요구안에서 미군 E-7 프로그램을 삭감하고자 했으나, 미 의회는 이에 반발해 이번 주 정부 재개를 위한 잠정 예산안(CR)에 프로그램 유지를 위한 2억 달러를 포함시켰다.
웨지테일은 보잉 737 기체에 노스럽 그러먼의 다기능 전자주사배열(Multi-Role Electronically-Scanned Array) 레이더를 결합해 전장 상황 인식, 이동 표적 탐지기능, 전투 관리 능력을 제공한다. 법안에 포함된 예산은 두 대의 항공기에 대한 신속 프로토타이핑 계약을 지속하기 위한 것으로, 이는 9월 영국 국방부가 발표한 계약에 따라 영국에서 제작되고 있다.
국방부가 취소 추진을 철회할 경우 NATO 파트너들이 입장을 번복할 가능성도 있다. 그러나 그렇지 않다면 NATO는 다른 방안을 찾을 것이다. 네덜란드의 발표에 따르면 “회원국들은 현재 기단 교체를 위한 대안을 모색하고 새로운 파트너를 찾고 있다.”
대안 중 하나로는 봄바디어 Global 6500 제트를 기반으로 한 사브의 글로벌아이(Global Eye)가 있다. 스웨덴 업체는 프랑스, 독일, 덴마크, NATO로부터 관심을 받고 있다고 밝혔다.
다른 가능성으로는 노스럽 그러먼의 E-2D 호크아이, 또는 L3해리스의 공중조기경보통제(AEW&C) 플랫폼(개조된 봄바디어 Global 6500)이 있다.
NATO의 공중 표적지정 및 전투관리 기단은 동맹 자체가 보유한 몇 안 되는 능력 중 하나다. NATO의 E-3들은 독일 가일렌키르헨에서 운용된다. NATO 사무총장 마르크 뤼터는 11월 13일 해당 기지를 방문했으며, 웨지테일 취소에 직접적으로 언급하지는 않았지만 노후 AWACS 교체 계획에 대한 질문을 받았다.

NATO Cancels Plan to Buy E-7 Wedgetails

NATO is abandoning its effort to buy E-7 Wedgetails to replace its aging E-3 AWACS, the Netherlands Ministry of Defense announced Nov. 13—a blow to the uncertain future of the new airborne early warning and control aircraft.
The alliance announced plans to procure six E-7s in November 2023 to replace its fleet of 1980s-era E-3s, following the U.S. Air Force’s plan to buy 26 Wedgetails of its own. A consortium of seven NATO allies—Belgium, Germany, Luxembourg, the Netherlands, Norway, Romania, and the U.S.—led the decision-making process.
But the U.S. withdrew from the NATO consortium supporting the E-7 purchase in July, the Dutch stated. Without the Americans, “both the strategic and financial foundations were lost.”
The Pentagon sought to cut the U.S. E-7 program in the fiscal 2026 defense budget request, but U.S. lawmakers have pushed back on that decision and the continuing resolution to reopen the government this week includes $200 million to keep the program running.
The Wedgetail combines a Boeing 737 airframe with Northrop Grumman’s Multi-Role Electronically-Scanned Array radar, providing battlefield situational awareness, moving target indicators, and battle management capabilities. The funding in the bill is intended to continue a rapid prototyping contract for two aircraft, which are being built in the United Kingdom under a deal announced by the UK Ministry of Defence in September.
It is possible the NATO partners will reverse course if the Pentagon abandons its push to cancel. If not, however, NATO will seek other options. “The members are now exploring alternatives for fleet replacement and seeking new partners,” the Dutch statement said.
Among the options: Saab’s Global Eye, based on a Bombardier Global 6500 jet. The Swedish firm has reported interest from France, Germany, Denmark, and NATO.
Other possibilities include Northrop Grumman’s E-2D Hawkeye or L3Harris’ AEW&C platform, a modified Bombardier Global 6500.
NATO’s airborne targeting and battle management fleet is one of only a few capabilities owned by the alliance itself. Its E-3s operate from Geilenkirchen, Germany. NATO Secretary General Mark Rutte visited the base Nov. 13, and while he did not directly address the Wedgetail cancellation, he was asked about the plan to replace the aging AWACS.
“The planes need to be replaced, that’s clear,” he said. “So that process is ongoing, and I will do everything to make sure that we speed up that process. It is important that we speed it up.”
