뉴욕주 택시운전자 연맹(NYSFTD)은
뉴욕시 택시·리무진위원회(TLC)와 교통국(DOT)에
택시기사들이 주차 위반으로 과태료를 부과받는 관행을 중단해달라고 촉구하고 있습니다.
대신, 화장실을 이용할수 있도록 최대 10분간 주차금지 구역에 정차를 허용하는
‘특별 주차증(placard)’을 발급해 달라고 요청하고 있습니다.
뉴욕주 택시운전자연맹(NYSFTD) 대변인 페르난도 마테오(Fernando Mateo)는
뉴욕시의 극심한 주차공간 부족은 택시기사들에게 큰 어려움을 주고 있다”며,
일부 택시기사들은 어쩔수 없이 택시 문으로 가리고
노상에서 용변을 해결하는 상황까지 몰리고 있으며,
이럴 경우 노상방뇨 행위로 더 큰 벌금을 부과받을 위험도 있다”고 말했습니다.
그는 “우리 택시기사들 중에는 당뇨병, 신장질환을 앓고 있는 기사들이 많다”며,
택시기사들이 잠시 정차하여 화장실을 다녀오면 벌금이 부과되어
하루의 일당을 통째로 날려 버리게 된다”고 토로했습니다.
현재 뉴욕시는 다양한 주차 위반에 대해 과태료를 부과하고 있습니다.
예를 들면 버스 정류장 부근의 주차는 115달러의 과태료가 부과됩니다.
또한, 지난해 여름부터 버스 전용차로를 가로막거나
그 주변에 주차한 차량에 대해 50~250달러의 반복적으로 과태료를 부과하고 있습니다.
뉴욕시장은 지난해 “공공 화장실이 충분하지 않다”고 인정하며,
향후 5년간 총 82곳의 공공 화장실을 신설 또는 개보수하겠다고 발표한 바 있습니다.
그러나 택시기사들은 “기사들에게 더 절박한 문제는 화장실의 수가 아니라,
화장실을 이용하기 위해 잠깐 차를 세울 주차 공간조차 없다는 것”이라고 지적했습니다.
택시기사들은 10분간 주차를 허용하는 특별 주차카드가 있다면,
이 문제를 어느 정도 해소할 수 있을 것”이라고 주장했습니다.
그는 “뉴욕에서는 주차할 곳이 거의 없다.
운전 중 화장실이 급하면 도시의 90%는 주차 공간이 없다”며,
“용변이 급한데 어떻게 5분, 10분씩 돌아다니며 주차 공간을 찾겠는가”라고 목소리를 높였습니다.
택시·리무진위원회(TLC) 대변인 제이슨 커스텐(Jason Kersten)은
“TLC는 교통국(DOT)과 함께 택시대기구역(relief stand) 설치가능 지역을 모색 중”이라며,
“택시기사들이 화장실을 이용할수 있는 권리는 인간다운 근무환경을 위한 필수 조건이며,
매우 진지하게 접근하고 있다”고 밝혔습니다.
그는 이어 “제한된 공공공간 내에서 택시기사들이 더 쉽게 화장실을 이용할 수 있도록
DOT와 협력해 가능한 공간을 확보하고 있다”고 말했습니다.
한편 대중교통 옹호 단체인 라이더스 얼라이언스(Riders Alliance) 대변인
대니 펄스타인(Danny Pearlstein)은 “택시 특별주차카드로
어디에서 사용할 수 있는지 명확히 규정하는 것이 중요하다”며,
“버스 정류장이나 버스차로, 등을 가로막는 식의 무분별한 주차 허용은
대중교통의 신뢰성과 접근성을 해칠 수 있다”고 우려했습니다.
뉴욕시 교통국은 이 사안에 대한 언론의 논평 요청에 즉각적인 답변을 내놓지 않았습니다.
Fernando Mateo, spokesperson for the NYSFTD, said the shortage of parking spaces in New York City often puts drivers in a tough position, especially those with health conditions. Some drivers are forced to answer nature’s call behind an open taxi door, risking even greater fines for indecent exposure, he said.
“We have a lot of drivers that are diabetics, drivers that have kidney problems, and a lot of drivers that are waiting for transplants," Mateo said. "And when they double-park or they park to use a bathroom, they get ticketed – taking away their entire day's profit.”
The city issues fines for various parking violations, including a $95 penalty for parking in a truck-loading zone and $115 for parking at a bus stop. In addition, the MTA began ticketing drivers who block bus lanes or double-park near them last summer, with fines ranging from $50 to $250 for repeat offenses.
Mayor Eric Adams acknowledged last year that New York City doesn’t have enough public restrooms, vowing to build or renovate 82 over the next five years. But Mateo argued that the primary issue for drivers isn’t a lack of restrooms — it's that there are simply not enough parking spots for drivers to leave their cars for just a few minutes.
A placard that would allow taxi drivers to park in otherwise unauthorized spots, such as double-parked or truck-loading areas, for 10 minutes would help address the problem, Mateo said.
“There are no spots in New York," Mateo said. "When you drive around the city and you have to go to the bathroom, 90% of places in New York City don’t have parking spaces. When you’ve got to go, you’ve got to go — you can’t drive for five, 10 minutes looking for a spot.”
Jason Kersten, a spokesperson for the TLC, said the commission is working with the DOT to identify locations where new for-hire vehicle relief stands can be created.
"Access to restrooms for TLC drivers is fundamental to humane working conditions, and an important issue that we take seriously,” Kersten said. “We are constantly seeking ways to expand bathroom access for TLC drivers within our limited public space, including working with our partners at DOT to identify spots for new taxi and for-hire vehicle relief stands."
Danny Pearlstein, a spokesperson for the public transit advocacy group Riders Alliance, noted that it’s crucial to define where the proposed placards could be used.
"Permission to park anywhere can't mean a license to block bus stops, lanes or shelters, which could have big impacts on service reliability and system accessibility," he said.
A spokesperson for the DOT did not immediately respond to a request for comment.
