Apply for -＞ 지원하다, apply to -＞ 적용하다 ??

로 알고 있엇는데 꼭 그렇지도 않은가봐요.

Intersec Holdings has applied to change the license of the Jupiter Restaurant at 398 Eliis Avenue from Gerneral Dining to Adult Entertaninment. 

흠.. apply to 가 여기서는 허가를 신청하다의 뜻으로 쓰인건가요..? 모르겟음..

그리구 동사 change.요

~를 ~에서 ~로 바꾸다 할떄 change 목적어 from A to B의 형태로 쓰이는건가요...?
