Pension age may rise to 70 from 65
The government is considering raising the state pension age from 65
to 70 to reflect extended life expectancy and reduce its growing financial burden.
The Ministry of Health and Welfare and the Presidential Committee on Ageing Society
and Population Policy said they plan to reset the age eligible for state pensions
and other welfare benefits such as free public transport.
"There are growing calls for increasing the age of defining the elderly to 70.
We are seeking ways to help the elderly engage in social activities," Kim Hyung-man,
an official of the committee, said in a public hearing Monday.
"We'll review the plan after building up social consensus," he said.
The proposal has been publicly discussed
after the Korean Senior Citizens' Association (KSCA) announced its support
in May for the age adjustment, considering the escalating financial burden
for the government and the younger generations.
Also, a recent survey showed that 46.7 percent of senior citizens think of 70
as the start of advanced age, reflecting a change of perception.
Given this social trend, the ministry is moving to materialize this plan
as part of a government package to boost the low birthrate amid the aging population.
According to statistics, the ratio of people aged 65 and older currently
accounts for 13.1 percent of the total population. It is expected to reach 37.4 percent by 2050.
The government has set aside some 10 trillion won for pensions this year.
This is expected to increase to 13.7 trillion won in 2020 and 53.6 trillion won in 2030.
But if the pension age is extended, it will save some 190 billion won in pensions
and some 400 billion won in other senior welfare services every year.
However, experts point out that if the age is adjusted to 70, about 1 million
out of the current 6.5 million senior citizens will be deprived of social benefits. ]
The generation affected most by the decision will be people in their 50s and 60s,
the Korean version of baby boomers.
According to the Organization for Economic Cooperation and Development (OECD),
49.6 percent of senior Koreans aged 65 or older were living below the poverty line
/as of 2012.
Given this circumstance, without building more social safety nets for them,
they will likely fall prey to further poverty.
To prevent this, the government is considering extending the retirement age
from the current 60 to 65.
"We will further discuss the matter to help senior citizens begin receiving pensions
not long after their retirement," Health and Welfare Minister Chung Chin-youb
told reporters, Tuesday.
However, critics said that the increase of retirement age may not be effective,
as in reality people retire in their mid-50s at many companies.
