The Office of the United States Trade Representative was created by Congress in the Trade Expansion Act of 1962 and implemented by President Kennedy in Executive Order 11075 on January 15, 1963. Initially named the Office of the Special Trade Representative, this Agency was authorized to negotiate all trade agreements programs under the Tariff Act of 1930 and the Trade Expansion Act of 1962.
미국 무역대표부는 미국 의회에 의해 1962년의 무역확대법에 따라 만들어졌으며, 1963년 1월 15일 자 행정명령 11075로 케네디 대통령에 의해 보완되었다. 처음 명칭이 특별무역대표부였던 이 기구는 1930년도의 관세법과 1962년의 무역확대법에 의한 모든 무역협정 프로그램을 협상할 권한을 부여받았다.
As part of the Trade Act of 1974, Congress established the Office as a Cabinet-level agency within the Executive Office of the President and gave it other powers and responsibilities for coordinating trade policy.

In 1980, the office was renamed the Office of the United States Trade Representative (USTR). President Carter's Executive Order 12188 of January 4, 1980, authorized the USTR to set and administer overall trade policy. The USTR was also designated as the nation's chief trade negotiator and as the representative of the United States in the major international trade organizations.
1980년 이 기구의 명칭은 미국무역대표부(유스타)로 변경되었다. 1980년 1월 4일 자 카터 대통령 행정명령 12188호에 의해 유스타에 전반적인 무역정책을 조정 통괄하는 권한이 주어졌다. 또한 유스타는 미국의 최고 무역협상자로, 주요한 국제무역기구의 미국 대표로 지명되었다.
The Office is headed by the United States Trade Representative, a Cabinet-level official with the rank of Ambassador, who is directly responsible to the President and the Congress.
