Cambodian regulator revokes casino license of Roxy Casino over online scam links

Cambodian authorities have reportedly revoked the license of the Roxy Casino in Bavet City, Cambodia after confirm‎ing its involvement in online fraud activities. 

According to The Phnom Penh Post, the Commercial Gambling Management Commission of Cambodia (CGMC) revoked the license on Thursday after conducting an inspection of the casino on 21 May.  

The inspection was part of Cambodia’s ongoing crackdown on scam compounds in the wake of international backlash around reports of human trafficking, torture and other crimes. Findings by Amnesty International have criticized the Cambodian government for “legitimizing companies linked to grave abuses,” and questioned “why casinos with documented links to trafficking and torture continue to receive official approval.” 

In April, Amnesty identified 12 Cambodian casinos that had their licenses renewed by the CGMC in December of 2025 and January of 2026, despite the human rights group finding recent evidence of human rights abuses within their confines. The Roxy Casino was not included on the list. 

Authorities reportedly detained 25 Chinese nationals and seized computers, vehicles, mobile phones and other devices, an analysis of which confirmed the casino’s ties to online fraud. 

The CGMC has also requested information from the Cambodia Financial Intelligence Unit (CAFIU) regarding bank accounts linked to the owners of the casino operator – Radiant Pearl Investment Limited – as well as accounts linked to its previous license holders. 

The Roxy Casino was opened in mid-2014 to target Vietnamese locals due to its proximity to Ho Chi Minh City. Bavet City is 87 kilometers from Ho Chi Minh City and 160 kilometers from Phnom Penh, Cambodia’s capital. At the time of its grand opening, in August of 2014, the complex was owned by Australian Securities Exchange-listed Cell Aquaculture Ltd, and operated 15 gaming tables, nine online gaming tables, five high-stakes tables at a designated premium gaming area, 14 slot machines, two electronic roulette machines and a sports betting area.
