Section 11 : Joseup(燥濕,조습)... Arid and Humid... Case 159
燥濕(조습)은 땅의 바탕이 메마르기도 하고 축축하기도 한 것이다.
Joseup(燥濕,조습) means that the foundation of the land iss partly arid and partly humid.
땅의 바탕이 메마르고 축축하면 인심이 박하고 악하여 이로움만 피하고 義(의)로움을 취하려 하지 않아
욕심만을 따르게 되고 德(덕)이 무엇인지 알지 못한다.
When the foundation of the land is arid and humid,
the minds of the people become unkind and wicked;
they seek only profit without pursuing righteousness, solely following their desires,
and remain ignorant of what virtue is.
따라서 너그럽게 가르치 성품을 침착하게 하여 평온한 마음으로 순화시켜 평안하게 돌이켜야 한다.urify them with a
Therefore, one must teach them generously, calm their nature,
and purify them with a peaceful mind, thereby gently restoring them to tranquility.

燥濕者는 地質이 有燥有濕也라 (조습자는 지질이 유조유습야라)
As for Joseup(Arid and Humid),
it means thee quality of the soil is partly arid and partly humid.
地質이 燥濕則人心이 薄惡하여 (지질이 조습즉인심이 박악하여)
When the quality of the soil is arid and humid,
the hearts of the people become unkind and wicked.
謀利而不向義하며 縱慾而部知德하나니 (모리이불향의하며 종욕이부지덕하나니)
They scheme for profit without turning toward righteousness,
and they indulge their desires without knowing virtue.
寬敎沈性하며 順和平心하여 安以回之니라. (관교침성하며 순화평심하여 안이회지니라.)
By teaching them generously to calm their nature,
and by harmonizing and soothing their minds, one should bring them back to tranquility.
