[제8회 6.3 지방선거는 총체적 부정선거이다. 즉시 무효를 선언하고 전면 수사에 착수하라! ]
730만 재외동포들은 지난 수년간 고국의 선거 공정성에 대해 깊은 우려를 표명해 왔으며, 이번 지방선거 역시 심각한 부정의 소지가 있음을 수차례 경고한 바 있다. 우려했던 대로, 이번 6.3 지방선거에서는 민주주의의 근간을 흔드는 역사상 전례 없는 규모의 부정선거 정황과 명백한 증거들이 전국 각지에서 쏟아져 나오고 있다. 이에 우리는 다음과 같은 중대한 부정 선거의 증거를 제시하며 즉각적인 행동을 촉구한다.
1. 투표용지 부족으로 인한 국민 참정권 박탈.
서울과 인천을 비롯한 전국 각지의 투표소에서 투표용지가 고갈되어 유권자들이 투표를 하지 못하고 발길을 돌리는 초유의 사태가 발생했다. 이는 헌법이 보장한 국민의 신성한 참정권을 명백히 박탈한 행위이다.
2. 인쇄 및 조작 의혹이 짙은 비정상적 투표지 무더기 발견.
접힌 흔적이 전혀 없이 빳빳한 상태의 신권 같은 투표지, 여러 장이 겹쳐진 채 동시에 접힌 투표지, 그리고 정식 인쇄가 아닌 조작 프린트물의 징후가 농후한 불투명한 인주 도장의 투표지 등이 다수 발견되었다.
3. 투표 관리 절차 및 일련번호 미비.
선거 관리 지침을 위반하여 투표번호표를 제대로 발급하지 않거나, 투표지 하단의 일련번호 절취선이 잘리지 않은 채 그대로 투표함에 투입된 비정상적 투표지가 대거 적발되었다.
4. 선거관리위원회의 무단 투표함 개봉 및 불법 투입 행위.
여야 참관인의 엄격한 참관 하에 진행되어야 할 투표지 관리가 무너졌다. 선관위 관계자들이 참관인 없이 무단으로 투표함 봉인지를 뜯고 투표지를 불법 투입하는 현장이 포착되었으며, 이에 대해 '해외 투표지 반입'이라는 납득하기 어려운 변명으로 일관하고 있다.또한 봉인지 필체가 다른 여러 투표함도 발견되었다.
5. 사전 유출 의혹 및 출구조사의 신뢰성 상실.
선거 실시 보름 전 중국 등 해외에서 먼저 유출된 선거 예측 결과와, 당일 본투표 데이터가 제대로 반영되지 않은 부실한 출구조사 결과가 소름 끼치도록 정확히 일치하는 등 전산 및 통계 조작의 강력한 의혹이 제기되었다.
재외동포 일동은 위와 같은 구체적 부정 불법 부실 증거들을 바탕으로 이번 지방선거를 대한민국 헌정사상 최악의 '총체적 부정선거'로 규정하며 다음과같이 호소한다.
1. 국민의힘 장동혁 의원을 비롯하여 당 차원에서 개표 중지와 선거 무효를 공식 주장하고 나선 것에 대해 적극적인 지지와 환영을 표하며 대국민 호소문을 통해 담대하게 알려야한다. 만약 이 같은 명백한 증거 앞에서도 선거 결과를 수용하려는 야당 후보가 있다면, 그들 역시 선거 사기의 공범으로 간주할 수밖에 없음을 경고한다.
2. 모국에 수십 년간 만연해 온 선거 부정 의혹을 완전히 뿌리 뽑기 위해, 이번 기회에 제도를 근본적으로 개선하여 '당일 현장 수개표' 방식을 전면 도입하고 재선거를 실시해야 한다. 중앙선거관리위원회는 이번 사태를 단순한 '관리 부실'이나 행정 착오로 축소·은폐하려 하지 말고, 총체적 책임을 인정함과 동시에 사법 기관의 조사에 성실히 임해야 할 것이다. 아울러 부정에 가담한 자들을 전원 색출하여 엄벌에 처해야 한다.
3. 이제 고국의 모든 자유시민들은 제2의 4·19 혁명에 준하는 '국민저항권'을 정당하게 발동하여, 선거 부정 세력을 발본색원해야 한다. 또한 우리해외동포도 고국의 선거 정의를 수호하기 위해 협조하며 미국 및 국제선거감시단과의 긴밀한 공조를 추진할 것이다.
4. 특히 한미상호방위조약의 제3조 정신에 의거하여, 이번 선거에 외부 세력의 사이버 침공이나 전산 조작이 개입되었을 가능성에 대해 미국 정부가 데프콘(DEFCON) 발동을 포함한 상응하는 안보적 조치와 법적 개입을 다각도로 검토해 줄 것을 강력히 요청한다.
우리 해외동포들은 이번 사태가 대한민국과 미국 양국 모두가 선거 부정의 늪에서 벗어나, 가장 투명하고 공정한 선거 시스템을 확립하는 역사적 전환점이 되기를 강력히 염원한다.

■ Emergency Statement by Overseas Koreans ■
[The 8th June 3 Local Elections in South Korea Are a Total Electoral Fraud. Declare Them Null and Void Immediately, and Launch a Full-Scale Investigation!]
For the past several years, 7.3 million overseas Koreans have expressed deep concerns regarding the integrity of elections in our homeland, having repeatedly warned that this particular local election carried a high risk of severe irregularities. As feared, clear evidence and circumstances indicating electoral fraud on an unprecedented scale—threatening the very foundations of democracy—are emerging from all across the country. Consequently, we present the following critical evidence of election fraud and demand immediate action.
●Key Evidence of Electoral Fraud
1. Deprivation of Suffrage Due to Ballot Shortages
An unprecedented crisis occurred at numerous polling stations nationwide, including Seoul and Incheon, where ballots were completely depleted, forcing voters to turn back without casting their votes. This is a flagrant violation and deprivation of the sacred right to vote guaranteed by the Constitution.
2. Discovery of Abnormal Bundles of Ballots Suspected of Fabrication.
Numerous highly suspicious ballots were discovered, including pristine, crisp ballots resembling freshly minted banknotes with absolutely no creases, multiple ballots folded together simultaneously, and ballots stamped with opaque ink that strongly indicate fabricated printouts rather than official press printing.
3. Faulty Voting Management Procedures and Missing Serial Numbers
In direct violation of election management guidelines, polling stations failed to properly issue voting number slips. Furthermore, a massive number of abnormal ballots were found inside ballot boxes with their lower serial number detachable lines left completely intact.
4. Unauthorized Opening of Ballot Boxes and Illegal Insertion by the National Election Commission (NEC)
The management of ballots, which must be strictly conducted under the oversight of observers from both ruling and opposition parties, completely collapsed. NEC officials were caught on site unauthorizedly tearing off security seals and illegally stuffing ballots into boxes without any observers present. They continue to offer the implausible excuse of "importing overseas ballots." Additionally, multiple ballot boxes with mismatched handwriting on the security seals were discovered.
5. Suspicions of Prior Leaks and Total Loss of Exit Poll Credibility
Strong suspicions of electronic and statistical manipulation have been raised, given that election predictions leaked overseas (China) fifteen days prior to the election matched the flawed exit poll results—which failed to properly reflect the actual voting data on election day—with chilling accuracy.
●Our Demands and Resolution
Based on the specific evidence of illegality, fraud, and negligence outlined above, we, the overseas Koreans, define this local election as the worst "Total Electoral Fraud"in the constitutional history of the Republic of Korea.
1. We actively support and welcome the official demands made by Representative Jang Dong-hyeok of the People Power Party, as well as the party itself, to halt the vote counting and declare the election null and void. This position must be boldly communicated through an appeal to the public. We sternly warn that if any opposition candidate chooses to accept these election results despite such undeniable evidence, they will be regarded as accomplices to this electoral fraud.
2. To completely eradicate the suspicions of election fraud that have plagued our homeland for decades, we must fundamentally reform the system by implementing a "Same-Day, On-Site Manual Vote Counting" method and conducting a re-election. The National Election Commission must not attempt to downplay or cover up this crisis as mere "mismanagement" or administrative error. It must accept full accountability and faithfully cooperate with investigations by law enforcement agencies.
3. Every single individual involved in this fraud must be thoroughly tracked down and severely punished. Now, all free citizens of our homeland must rightfully exercise their "Right to Civil Resistance," akin to a second April 19 Revolution, to root out the forces behind this election fraud.
4. We, the overseas Koreans, will also cooperate to defend electoral justice in our homeland and pursue close coordination with the United States and international election observation teams. In particular, in accordance with the spirit of Article 3 of the ROK-U.S. Mutual Defense Treaty, we strongly request that the U.S. government review multifaceted security measures and legal interventions—including the invocation of DEFCON—regarding the possibility of cyberattacks or electronic manipulation by external forces in this election.
We, the overseas Koreans, fervently hope that this crisis will serve as a historic turning point for both the Republic of Korea and the United States to break free from the mire of election fraud and establish the most transparent and fair electoral system.
