New prospects are opening for Mexico’s biofuels industry amid increased support from the administration of President Claudia Sheinbaum, rising concern over falling sugar prices, and growing cooperation with ethanol powerhouse Brazil.

A reform of Mexico’s hydrocarbons law in March 2025 introduced the concept of formulation, regulating for the first time the blending of biofuels with gasoline, diesel and jet fuel.
2025년 3월 멕시코는 탄화수소법 개정을 통해 배합이라는 개념이 도입되어, 처음으로 바이오연료와 가솔린, 디젤, 제트 연료의 혼합을 규정하였다.
“The norm has to be changed to incentivize this new industry,” Galeana said. “I think we should start with E10 [a 10% ethanol blend].”

Instead of ethanol, Mexico imports MTBE (methyl tert-butyl ether), mainly from the US, to raise the oxygen content of gasoline and improve fuel performance. In the US, MTBE has largely been replaced by ethanol due to environmental concerns.
멕시코는 에탄올 대신 미국에서 MTBE(메틸 tert-부틸 에테르)를 수입하여 가솔린의 산소 함량을 높이고 연료 성능을 개선하였다. 미국에서는 환경 문제로 인해 MTBE가 에탄올로 대체되고 있다.
State governments are also investing in biofuels initiatives. The northeastern state of Tamaulipas plans to produce ethanol and sustainable aviation fuel (SAF) from sorghum, an abundant crop in the region. Still, Mexico will initially rely on imports to meet domestic demand estimated at around 80,000 barrels per day (b/d) of ethanol, Galeana said.
