과학과 회의주의

Scientists can be bought, not just by governments, but also by sinister and secret societies.  Universities can be funded by governments to develop technology for unacceptably inhumane uses.  The same people who deliver the weapons – perhaps respected scientists and academics – may cite the acceptable side of scientific discoveries, which have been developed by experimenting on unacknowledged, unfortunate people. In a cleaned up form, they are then possibly celebrated as a break-through in the understanding of the natural laws of the universe. It is not implausible that having delivered the technical means for destruction, the innovator and thinker goes on, wearing a different hat, to receive his (or her) Nobel Prize. There are scientists who have refused to continue to do work when they were approached by CIA and Soviet representatives. These are the real heroes of science.

과학자들은 정부뿐만 아니라 사악하고 비밀스러운 사회에서도 매수될 수 있습니다. 대학은 용납할 수 없을 정도로 비인간적인 용도의 기술을 개발하기 위해 정부로부터 자금을 지원받을 수 있습니다. 무기를 전달한 바로 그 사람들(아마도 존경받는 과학자와 학자)은 인정되지 않고 불행한 사람들을 대상으로 한 실험을 통해 개발된 과학적 발견의 수용 가능한 측면을 인용할 수도 있습니다. 정리된 형태로, 그들은 우주의 자연법칙에 대한 이해의 돌파구로 기념될 수 있습니다. 파괴를 위한 기술적 수단을 제공한 후, 혁신가이자 사상가가 여러 역할을 감당하며, 노벨상을 받는 것은 타당하지 않습니다. CIA와 소련 대표자들이 접근했을 때 연구를 계속하기를 거부한 과학자들이 있습니다. 이들은 과학의 진정한 영웅입니다.

In the power struggle, much lies at stake in being the first to gain control of ultimate mind-reading and mind-controlling technology. Like the nuclear bomb, common ownership would seem by any sane calculations to cancel out the advantage of possession, but there is always a race to be the first to possess the latest ultimate means of mass destruction.  The most desirable form is one that can be directed at others without contaminating oneself in the process – one that can be undetected and neatly, economically and strategically delivered. We should be foolish to rule out secret organisations, seeing threat only from undemocratic countries and known terrorist groups.

권력 투쟁은 궁극적인 마음 읽기 및 마음 통제 기술을 가장 먼저 장악하는 것에 달려있습니다. 핵폭탄과 마찬가지로, 공동 소유권은 소유의 이점을 상쇄하기 위한 어떤 정상적인 계산으로 보이지만, 최신의 궁극적인 대량 살상 수단을 가장 먼저 소유하려는 경쟁이 항상 있습니다. 가장 바람직한 형태는 그 과정에서 자신을 오염시키지 않고 타인을 향할 수 있는 형태, 즉 들키지 않고 깔끔하게, 경제적으고 전략적으로 전달될 수 있는 형태입니다. 비민주적인 국가와 알려진 테러리스트 집단의 위협만 보고 비밀 조직을 배제하는 것은 어리석은 일입니다.

As consumers in a world which is increasingly one in which shopping is the main leisure activity, we should concern ourselves to becoming alert to the ways in which human welfare may have been sacrificed to produce an awesome new gadget. It may be the cause for celebration for the ‘innovator’, but brought about as the result of plugging in or dialling up the living neuronal processes of an enforced experimentee. If we are concerned not to eat boiled eggs laid by battery hens, we might not regard it morally irrelevant to scrutinise the large corporations producing electronically innovative  ‘software.’ We might also be wary about the origins of the sort of bland enticements of dating agencies who propose finding your ideal partner by matching up brain frequencies and ‘bio-rhythms’.

쇼핑이 주요 여가 활동으로 점점 더 중요해지고 있는 세상의 소비자로서 우리는 놀라운 새 기기를 생산하기 위해 인간의 복지가 희생될 수 있는 방식에 대해 경각심을 가져야 합니다.. 이는 '혁신가'에게는 축하의 원인이 될 수 있지만, 강제된 피험자의 살아있는 신경 과정을 연결한 결과로 발생했습니다. 공장식 양계장 닭이 낳은 삶은 계란을 먹지 않으려면 전자적으로 혁신적인 '소프트웨어'를 생산하는 대기업을 면밀히 조사하는 것이 도덕적으로 적절하다고 생각할 수 있습니다. 우리는 또한 뇌 주파수와 '생체리듬'을 매칭시켜 이상적인 파트너를 찾아보자고 제안하는 데이트 에이전시의 유혹에 대해 경계할 수도 있습니다. 

We do not know enough about  the background of such technology, nor how to eval‎uate it ethically. We do not know about its effects on the future, because we are not properly informed. If governments persist in concealing the extent of their weapon capability in the interests of defence, they are also leaving their citizens disempowered of the right to protest against their deployment. More alarmingly, they are leaving their citizens exposed to their deployment by ruthless organisations whose concerns are exactly the opposite of democracy and human rights.

우리는 그러한 기술이 탄생한 배경이나 윤리적으로 평가하는 방법에 대해 충분히 알지 못합니다. 우리는 적절한 정보를 받지 못하기 때문에 그것이 미래에 미칠 영향에 대해 알지 못합니다. 정부가 국방을 위해 무기 능력의 범위를 계속 은폐한다면 시민들은 무기 배치에 반대할 권리를 잃게 됩니다. 더 놀랍게도 그들은 민주주의와 인권에 정반대되는 우려를 갖고 있는 무자비한 조직의 배치에 시민들을 노출시키고 있다는 것입니다.

[냥냥이]

과학자들은 기초적인 원리를 발견합니다.
그리고 공학자들은 그 원리를 실생활에 적용할수 있게 개발해 나가는 역할을 합니다.

이것은 단지 한 국가의 군사과학 연구소에서 Elen Frey 씨가 레이더 기지 근처에서 작업을 하다 우연히 발견한 현상을 연구하여 심리전 용도로 음성을 전달할수 있게 개발한 것일 뿐입니다.

저는 이것을 좋은 목적으로 사용한다면, 청각 장애인에게도 안내 방송을 들려줄수 있는 좋은 장애인 배려 도구가 될수 있다고 생각합니다.

예를 들면, 신호등을 건너거나 기차역에서 장애를 가진 이용객이 전광판을 계속 보고 있을 필요가 없도록 대기실과 탑승 장소에 각각 Frey effect 를 이용한 음성 전달 장치를 설치해두어 청각 장애인이 조금 더 나은 생활을 할 수 있도록 그들을 도울수 있을것이라 봅니다.

이렇듯 전파를 이용해 단방향으로 음성을 전달하는 장치는 양날의 검과 같습니다.

좋은 쪽으로 사용한다면 사회적 소수자(장애인, 귀가 잘 들리지 않는 어르신) 이 일상생활에서 꼭 필요한 음성안내를 들을수 있게 해주어 그들의 삶의 질을 높일수 있을 것입니다.

그러나, 글쓴이님의 의견처럼 똑같은 성능을 가진 음성 전달 장치를 누군가를 괴롭히는 목적으로 사용한다면 심리적 불편감을 유발하는 일종의 무기로서 이용될수 있겠지요.

사실 어떻게 이용하느냐에 따라 달린 것인데, 아직까지는 민간에 공개할 마음이 없어 보이지만 2~30년 후에는 이것이 상용화 되어 침묵 속에서 살아가던 사람들에게 희망을 줄 수 있을것이라 생각됩니다.
