캐나다 임시 근로자 고용을 위한
인증 고용주 파일럿 프로그램(REP : Recognized Employer Pilot) 발표

8월 8일 캐나다 정부에서 새로운 프로그램에 대한 발표가 있어 공유드립니다.

캐나다 노동청은 노동력 부족 문제를 해결하기 위한 하나의 수단으로 올 9월부터 향후 3년간 새로운 파일럿 프로그램을 시행할 것을 발표했습니다.
해당 내용은 임시근로자를 위한 고용주 파일럿 프로그램(REP : Recognized Employer Pilot)으로 외국인 고용에 있어 필요한 LMIA 행정 절차를 줄여 고용주의 부담을 줄여주고 더 빠르게 외국인을 고용하여 캐나다 내 노동시장 활성화를 위함에 목적이 있습니다.
이번 파일럿 프로그램을 통해 신뢰할 수 있는 고용주로 인증을 받게 되면 간소화된 LMIA 절차로 빠르게 최대 36개월 유효한 LMIA를 받을 수 있게 됩니다.
고용주 신청 자격요건
안타깝게도 모든 고용주가 해당이 되는 것은 아니며 캐나다 Canadian Occupational Projection System (COPS) 데이터를 기반으로 부족 직업으로 지정된 분야 고용주만 신청 가능합니다.
1. 고용주가 동일한 직업에 대해 최근 5년 이내 3건 이상 LMIA 승인(Positive)을 받았어야 합니다.
(*아쉽게도 거절 이력이 있다면 신청할 수 없습니다.)
2. 임시 외국인 노동자 고용 프로그램(TFWP, Temporary Foreign Worker Program)의 요구사항을 준수해야 하며 그 동안의 이력에 근무 조건 등 근로자 보호에 대한 기준을 충족했어야 합니다.

신청방법
추가 서류 필요 없이 LMIA를 신청할 때 REP도 같이 온라인 포털로 신청할 수 있습니다. LMIA 승인 이력을 바탕으로 자격이 된다고 판단되면 추가 근로자를 고용할 때 최대 36개월의 유효기간과 간소화된 LMIA 신청 절차 혜택을 받게 됩니다. 승인을 받지 못하더라도 LMIA 승인은 받을 수 있습니다.
신청 기간
REP는 2단계로 걸쳐 시행될 예정입니다.
1단계는 2023년 9월부터 Agriculture 농업 분야 고용주들 부터 신청서 제출이 가능하고
2단계는 2024년 1월부터 헬스케어 종사자, 요리사, 부처, 카펜터 등 그 외 직군 고용주들이 신청 가능합니다.
