캐나다 “CVID까지 제재 유지”
…폴란드 “제재 이행 예외 없어”
한국 정부가 대북 제재 완화로 북한의 비핵화를 촉진하겠다는 중재안을 내놨지만, 국제사회는 제재 이행을 거듭 강조하고 있습니다. 캐나다 정부는 북한이 구체적인 CVID 조치에 나설 때가지 제재를 유지해야 한다고 밝혔고, 폴란드 역시 예외 없는 대북 제재 이행은 국제사회의 의무라는 입장을 내놨습니다. 안소영 기자입니다.
캐나다 정부는 북한이 완전하고 검증가능하며, 되돌릴 수 없는 핵 무기와 미사일 프로그램을 포기하는 구체적 조치에 나서기까지 유엔안보리를 통한 국제사회의 압박은 반드시 유지돼야 한다고 밝혔습니다.
[스테파노 마론 대변인] “Canada believes international pressure through UN Security Council sanctions must be maintained until North Korea takes concrete steps toward completely, verifiably and irreversibly dismantling its weapons of mass destruction and ballistic missile programs.”
캐나다 외교부의 스테파노 마론 대변인은 17일, 대북 제재 완화가 북한의 비핵화를 견인할 수 있을 것으로 보느냐는 VOA 기자의 질문에 이 같이 답했습니다.
그러면서 북한이 대량살상무기와 미사일 프로그램을 포기하는 쪽으로 방향을 바꾸게 하기 위해 북한을 압박하는 유엔안보리 대북 제재 체제를 완전히 지지한다고 덧붙였습니다.
[스테파노 마론 대변인] “Canada fully supports the UNSC sanctions regime that exerts pressure on North Korea to change and abandon its weapons of mass destruction and ballistic missile programs, including through the deployment of assets to help counter North Korea’s maritime smuggling, in particular its use of ship-to-ship transfers, in contravention of UNSC resolutions. Canada has deployed a Canadian Armed Forces maritime patrol aircraft to assist in this effort.”
이어 캐나다 정부는 해상에서 자행되는 북한의 밀매, 특히 유엔안보리에 위배되는 선박간 불법 환적 차단을 위해 군 해상 순찰기를 배치하며 (국제사회의) 노력에 동참하고 있다고 강조했습니다.
또 북한의 핵과 미사일 프로그램은 역내 뿐 아니라 국제 평화와 안보에 대한 점증하는 실존 위협이라며 캐내다 정부는 이에 깊이 우려하고 있다고 밝혔습니다.
미-북, 남북간 이어가고 있는 대화와 협상에 대해서는 한반도의 평화와 안보에 전념하며, 북한 사태와 관련한 외교적 해법은 필수적이고 가능한 것으로 믿고 있는 것이 캐나다 정부의 입장이라고 전했습니다.
[스테파노 마론 대변인] “Canada is gravely concerned by North Korea’s nuclear and ballistic missile programs, which pose a growing and real threat to both regional and international peace and security. We committed to peace and security on the Korean peninsula and believe that a diplomatic solution to the North Korean crisis is essential and possible.”
다만, 북한은 보다 실질적인 비핵화 조치에 나서야 한다고 지적했습니다.
[스테파노 마론 대변인] “In particular the IAEA, to verify and future actions it may take to dismantle its WMD and ballistic missile programs. We continue to urge North Korea to take concrete actions towards its stated intention to denuclearize.”
특히 국제원자력기구 (IAEA)의 검증, 대량살상무기와 미사일 프로그램 폐기 등의 향후 조치를 취해야 한다는 겁니다. 이어 캐나다 정부는 비핵화 할 의지가 있다고 주장한 북한이 관련 행동에 나설 것을 지속적으로 촉구한다고 덧붙였습니다.
폴란드 정부 역시 대북 제재는 엄격히 유지돼야 한다는 입장입니다.
폴란드 외교부의 알 슈챠 대변인은 17일 VOA에 보낸 이메일 답변에서 많은 어려움이 발생할 수 있음에도 불구하고, 예외 없이 유엔안보리 제재를 이행해야 하는 것이 모든 국가의 의무라는 점을 거듭 강조한다고 밝혔습니다.
[알 슈차 대변인] “We reiterate our position that despite all possible difficulties, it is mandatory for all States without exception to comply with obligations arising from respective Security Council resolutions. At the same time, we also underline that we would be willing to favorably supporting the process of development of DPRK’s economy, once the complete, verifiable and irreversible denuclearization is achieved and the international sanctions are lifted. ”
그러면서 동시에 폴란드 정부는 북한이 완전하고 검증가능하며 되돌릴 수 없는 비핵화 이른바, CVID를 달성해 국제사회의 제재가 완화되면 북한 경제 재건을 도울 용의가 있다고 강조했습니다.
