그냥 요새 일본에서 너무 쉬쉬하고 한국 언론에서도 다들 자세히 안 알려주고

대책도 안마련해둔다고 해서 외신 뉴스 퍼왔어요.

인터뷰 하고 있는 남자는 스코트랜드 출신의 원자력 발전 전문가에요.

20초부터 제가 번역해왔는데 자막 입히는건 할줄 몰라서

그냥 번역해온거만 쭈욱 올려요.  여자 앵커가 말한건 (Q- Question) 로 해놨고

상황 심각한거 같은데... 일본에서 지금 안위험하다고 하는거 한바디로 거짓말이라는 거죠...

Q: How dangerous is that? (:20)

지금 상황이 얼마나 위험한가요?

A: (Shaun Burnie- independent nuclear energy consultant)

That is one of the nuclear industry’s worst nightmares. The consequences are the fuels are no longer being cooled so you have very energetic nuclear fuel within this core … within this reactor maybe the estimate will be 80-90 tons of highly radioactive fuel.  It will be heating up over a period of time. Over hours it will get to a point during which will be reproducing gases.  Those gases will be building up pressure inside the Pressure vessel in unit 2.  The question is at what point will they not be able to retain the pressure and there will possibly be a third explosion.

이건 핵산업계가 겪은 일들중 가장 지독한 악몽중의 하나라고 볼수 있습니다. 이 일로 인해 연료가 더이상 식혀지지 않는데 그럼으로 해서 굉장히 에너지가 활발한 원자력 열료를 중심부에 가지게 되는거죠… 지금 원자로의 중심에 아마 80-90톤의 강한 방사능 연료가 있을 건데 이게 시간이 지날수록 뜨거워질겁니다.  몇시간이 지나면 가스를 형성하는 형태가 되겠죠.  그 가스는 발전 2단지 속에 압력을 가해갈거구요.  지금 물어볼것은 과연 언제 그 압력이  터질것이며 그 상황이 벌어질때는 제 3의 폭발이 일어날겁니다.

Q: Japan is widely perceived as being one of the most technologically advanced nations.  And now we are seeing them really struggling to cool down these reactors for a third day.  Now, why is that?

일본은 세계에서 가장 과학적으로도 앞서가는 나라로 여겨지고 있었어요. 하지만 우리는 지금 그들이 이 원자력 발전소 리액터를 식히지 못해 힘겨워하는 모습을 사흘째 보고 있어요. 왜 그런 거죠?

A: I don’t think any advanced industrialized society could have coped with what we have experienced in the last 4 days.  One of the problems in Japanese culture is… at a societal and governmental level is this faith in technology.  The problem is with nuclear power these are technologies that we developed in immediate after mass of second World War. 

다른 어느 산업적으로 발달한 나라도 지난 나흘간 일어난 일에 대처하지 못했으리라 생각해요.  하지만 일본문화의 가장 큰 문제점의 하나는…. 사회적 정치적 레벨에 과학에 대한 믿음이 있어요.  문제는 지금 우리가 쓰고 있는 원자력이 세계2차대전 난리가 일어난 바로후에 발달시킨 과학이라는 거죠.

They were designed… these types of reactors were actually designed for use in nuclear submarines.  Admiral Rick…who was the creator of the nuclear navy in the U.S., he concluded that that the design of the reactor to fit into this small confined space of a submarine was not the basis for nuclear power program.  That’s unfortunately where we have our own 445 of these reactors around the world.  So the technology is decades old, the society, the government and regulators believe that the technology can be operated safely.  And if you visit Fukushima as I have on a number of occasions, it looks very sophisticated.  I am sure the workers there are absolutely dedicated to their job.  But there’s a built in psychological completency that if you are operating something so inherently dangerous, when you go to work every day, do you keep thinking about how dangerous that technology is?  That would over time rather damaging psychologically.  So in other words, they’ve convinced themselves that they have mastered this technology. And unfortunately with nuclear power, there is no second chance.

그래서 이건… 이런 종류의 리액터는 사실 핵잠수함을 위해 디자인되었던 거에요.  미국에서 처음 핵 무기 해군을 만든 사람이 이렇게 말했죠… 이렇게 작고 한정되있는 핵잠수함 공간에 들어가기 위해 디자인된 리액터는 원자력발전에 써서는 안된다고…  근데 불행히도 우리가 지금 가지고 있는 445개의 원자력발전소가 이런 종류에요.  한마디로 말해서 지금 과학은 수십년 뒤쳐져 있는데 사회와 정부와 규정자들은 원자력 과학을 안전하게 작동할수 있다고 믿고 있는거죠.  후쿠시마에 한번 가보시면 말이죠, 저도 여러번 가봤지만 겉으로 봤을땐 굉장히 세련되어 보입니다.  거기서 일하는 분들도 아주 열심히 일하셨으리라고 저도 믿죠.  하지만, 이렇게 원자력같은 아주 아주 위험한 일에 관련된 일을 하면 거기서 일하는 사람들이 심리적으로 완성된 그런게 있어요.  매일 일하러 가면서 그사람들이 얼마나 자기가 하는일과 테크놀러지가 위험한지에 대해 매일 생각할것 같나요?  그런 생각은 시간이 갈수록 자기 자신들한테 정신적 손상을 주지요.  그래서 다른말로 하자면, 일본사람들은 자기네들이 원자력 기술을 마스터했다고 스스로를 설득했던거에요.  하지만 안타깝게도 원자력 시험을 실패했을때 두번째 기회란 없죠…

Q: well you earlier described the situation in Japan as a nightmare.  And despite this blast, the government in Japan is insisting that safety levels are fine and there are no health risks.  It’s obvious that they want to cause panic, that’s understandable.  But are they giving us the whole story here?

아까전에 일본에서 지금 벌어지고 있는 상황은 악몽같다고 표현했어요.  그렇지만 이렇게 폭발이 일어나고 있는데도 일본 정부는 안전 레벨수치가 괜찮으며 건강에 전혀 해가 되지 않는다고 했어요.  그들이 공포분위기를 조성하지 않고자 하는것은 당연하지만 지금 그들이 과연 우리한테 전체 상황에 대한 얘기를 솔직하게 해주고 있는것 같나요?

A: No, they are absolutely not giving the whole story.  They probably don’t know the whole story themselves.  You know though in Tokyo which is relatively close to Fukushima…..  Over many years, nuclear industry and the regulators in Japan, but also in every society and ever country that operates nuclear power plant, you find consistently that there is a lack of transparency, and lack of openness.  Maybe they just think..

아니요, 그들은 절대로 지금 상황에 대해  솔직하게 얘기해주고 있지 않습니다.  아마 자기네들도 지금 무슨일이 벌어지고 있는지 모를겁니다.  일본뿐만 아니라 원자력 기술을 가지고 있는 다른 나라들을 봤을때도 원자력에 관해서는 잘 얘기하려고 하지않고 덮으려 하는 그런 경향을 볼수 있지요. 어쩌면 그들은 이런 생각을 할수도…

I think arrogantly that maybe too much information, why should we provide that information?  So I think that the situation in Japan is absolutely critical.  The state of fuel at the reactor number 3 that exploded last night, we knew that for many hours, half of the core was exposed, so there is a very strong possibility that the fuel that has melted has already moved on the reactor pressure vessel and is now the base of the reactor vessel.  That could cause huge problems and of course major radiological releases.  But remember, according international standards, there is no safe threshold for man-made radiation so any dose including the dose that hit the sailors on board USS Ronald Reagan, that can have health consequences.  But …..on the ship, but the idea that to communicate that there is no risk from radiation is clearly wrong.

어쩌면 그들은 오만하게 이런 생각을 할수도 있죠.  너무 많은 정보일수도 있어, 어째서 우리가 그런 정보를 줘야하지?  그래서 전 지금 일본에서 벌어지고 있는 상황이 아주 심각하게 비관적이라고 믿고 있어요. 지난밤 폭발한 원전 3호의 원료 상태를 보면, 오랜 시간동안 중심부의 절반가량이 드러나 있었기 때문에 그 녹은 연료가 리액터 압력 부분을 떠나 지금 벌써 리액터 상의 기반이 되었을수도 있을 가능성이 아주 높습니다. 그럴경우에 아주 큰 문제가 일어날 뿐만 아니라 대량의 방사능이 검출되었을 수도 있지요.  하지만 국제기준으로 봤을때 인간이 만든 방사능에대한 안전치에대한 경계가 없어요.  그래서 USS Ronald Reagan 배에….(지글거려서 잘 안들림).  하지만 일본처럼 지금 방사능이 인체에 전혀 해가 안된다는 식의 발언은 완전히 잘못된 정보입니다.

Q: Well let’s just clarify what you were saying there and let’s go back to those two explosions we’ve already experienced from Fukushima plants.  Apparently radioactive substances were released into the atmosphere as results of those blasts.  What sort of danger does that pose?

당신이 말한걸 조금더 분명하게 해보죠.  아까 후쿠시마에서 일어난 두번의 폭발에 대해 다시한번 말해보도록 해요.  그 폭발로 인해 방사능 물질이 대기권으로 풀어졌다고 하는데 그게 어느정도의 위험성이 있는건가요?

A: Well, certainly the particulates, these are the larger size of nuclear materials… they will be falling out relatively close to the plant. What you will find further away are so called fusion gases.  These are highly mobile and very very small, they basically rapidly disperse.  It really depends upon the wind and weather system.  If you have rain, which is predicted in the next the 12 hours, any nucleants(?) coming out, there will be local concentration.  When it’s dry, and over the coming days it’s dry weathers predicted, then you can have more rapid dispersal over a longer distance.  And the latest I’ve heard is of course the wind direction is switching from the north to the south, which is bad news for Tokyo because Tokyo is only 1 hour away.  What’s fascinating and terrifying of this situation is that the French government through their embassy in Tokyo advised French citizens, because of the seriousness of the situation, which they said cannot be predicted and will not be known for a number days yet, they advised their citizens to leave the Kanta region, which is metropolitan Tokyo, and Gumi and other areas around Tokyo.  That’s maybe fine for the French citizens but there’s 42 million people living there.

글쎄요… 그 Particulates (입자?), 로 치면 이건 핵원자 관련 그래도 큰 물질들입니다.  이것들은 지금 폭발이 일어난 발전소 주변에 대부분 떨어지겠죠… 하지만 퓨전 가스라 불리는 것들이 더 멀리 퍼지는 것들입니다.  이것들은 이동하기 쉽고 아주아주 미세하게 작기 때문에 그냥 바로 빨리 퍼진다고 생각하면 됩니다.  이동하는건 바람이나 날씨에 좌우된다고 보면 됩니다.  비가 올경우에 말이죠 (앞으로 12시간안에 비가 온다고 하죠) 그럼 핵입자가 떨어지는건 다 그 지역에 떨어진다고 보면 됩니다.  하지만 날씨가 건조하고 앞으로 당분간 날씨가 건조할 거라고 하는데 그럼 더 멀리까지 더 빨리 이게 퍼지는 거죠.  최근에 들은것에 의하면 지금 바람이 부는 뱡향이 북쪽에서 남쪽으로 바뀌었다고 합니다.  그럼 도쿄에는 나쁜 뉴스인데 왜냐면 도쿄는 후쿠시마에서 겨우 1시간 거리이기 때문이죠.  그리고 더 놀랍고도 무서운 일은 지금 프랑스 정부가 지금 상황이 심각하고 앞으로 무슨일이 일어날지 예측할수 없기때문에 일본에 있는 프랑스 대사관을 통해서 간타와 구미와 도쿄주변지역에 살고 있는 자국민에 대피하라고 했다는 점입니다.  프랑스 국민들은 잘되었을지 몰라도 지금 거기엔 42 밀리언이 넘는 일본사람들이 살고 있는데 말이죠…
