[ 전문 / PREAMBLE ]
인류는 현재 우리의 미래를 결정해야할 역사적 순간에 서 있다. 세계가 점점 상호 의존적이고 나약해져 감에 따라 우리의 미래는 커다란 위험과 희망의 약속을 동시에 가지게 되었다. 앞으로의 전진을 위하여 우리는 삶과 문화의 다양성 속에서도 공동의 운명을 지닌 하나의 가족이며 하나의 지구 공동체임을 명심하여야 한다. 우리는 자연에 대한 존엄성, 인권, 경제적 정의, 평화의 문화를 근거로 한 지속 가능한 인류를 위하여 함께 힘을 합쳐야 한다. 이 목표를 이루기 위하여 우리는 개인과 사회 그리고 미래의 후손들에게 우리의 책임을 선언해야만 한다.
We stand at a critical moment in Earth's history, a time when humanity must choose its future.
As the world becomes increasingly interdependent and fragile, the future at once holds great peril and great promise.
To move forward we must recognize that in the midst of a magnificent diversity of cultures and life forms we are one human family and one Earth community with a common destiny.
We must join together to bring forth a sustainable global society founded on respect for nature, universal human rights, economic justice, and a culture of peace.
Towards this end, it is imperative that we, the peoples of Earth, declare our responsibility to one another, to the greater community of life, and to future generations.
지구, 우리의 보금자리 / Earth, Our Home
인류는 진화하는 우주의 한 부분이다. 우리의 보금자리인 지구는 독특한 생명공동체로 생존하고 있다. 자연의 힘은 불확실한 현상들을 만들어 내지만 지구는 생명의 진화에 기본이 되는 요소들을 제공하고 있다. 생명의 탄력성과 인류의 복지는 생태계, 풍부한 동식물, 비옥한 토양, 맑은 물, 깨끗한 공기를 가진 이 지구를 어떻게 보전하느냐에 달려있다. 한정된 자원을 가진 지구 환경은 우리 모두의 공통 관심사이다. 지구의 생명력과 다양성과 아름다움을 지키는 것이 우리의 신성한 믿음이다.
Humanity is part of a vast evolving universe. Earth, our home, is alive with a unique community of life. The forces of nature make existence a demanding and uncertain adventure, but Earth has provided the conditions essential to life's evolution.
The resilience of the community of life and the well-being of humanity depend upon preserving a healthy biosphere with all its ecological systems, a rich variety of plants and animals, fertile soils, pure waters, and clean air. The global environment with its finite resources is a common concern of all peoples. The protection of Earth's vitality, diversity, and beauty is a sacred trust.
지구의 상황 / The Global Situation
생산과 소비의 지배적 형태들이 지구의 파괴와 자원의 낭비 그리고 엄청한 생물종의 사멸을 유발하고 있다. 우리는 점점 파괴되고 있는 것이다. 개발의 이익들은 공평히 나누어지지 않고 있으며, 빈부의 격차는 점점 심해져 가고 있다. 불의와 가난, 무지 그리고 폭력이 점점 만연하고 있으며 더 큰 고통을 유발하고 있다. 급격한 인구의 증가는 생태적 사회적 시스템에 과중한 부하를 가하고 있다. 지구적 안보의 근간이 점점 위협받고 있는 것이다. 이러한 경향은 위험하나 피할 수 없는 것은 결코 아니다.
The dominant patterns of production and consumption are causing environmental devastation, the depletion of resources, and a massive extinction of species. Communities are being undermined.
The benefits of development are not shared equitably and the gap between rich and poor is widening. Injustice, poverty, ignorance, and violent conflict are widespread and the cause of great suffering.
An unprecedented rise in human population has overburdened ecological and social systems. The foundations of global security are threatened. These trends are perilous—-but not inevitable.
앞으로의 도전 / The Challenges Ahead
선택은 우리의 것이다. 서로와 지구를 지키기 위하여 파트너쉽을 형성해야 한다. 우리의 가치관과 제도와 삶의 방식에서 변화를 필요로 한다. 기본적 필요에 직면해온 우리에게 인간 발전은 얼마나 많이 가졌느냐 보다는 얼마나 많은 의미를 가졌느냐는 것이다. 우리는 지구에 미치고 있는 영향을 줄일 수 있는 지식과 기술을 가지고 있다. 지구적 시민 사회의 출현은 민주적인고 인간적인 사회를 만들 수 있는 새로운 기회를 만들고 있다. 우리의 환경적, 경제적, 정치적, 사회적 그리고 정신적 도전은 서로 연결되어 지고 있으며 통합적인 해결안을 향하여 전진하고 있다.
The choice is ours: form a global partnership to care for Earth and one another or risk the destruction of ourselves and the diversity of life. Fundamental changes are needed in our values, institutions, and ways of living. We must realize that when basic needs have been met, human development is primarily about being more, not having more. We have the knowledge and technology to provide for all and to reduce our impacts on the environment. The emergence of a global civil society is creating new opportunities to build a democratic and humane world. Our environmental, economic, political, social, and spiritual challenges are interconnected, and together we can forge inclusive solutions.
보편적 책임 / Universal Responsibility
이러한 열망들을 실현하기 위해서는 우리의 지역 사회 뿐만이 아니라 전 지구를 우리 자신과 동일시하는 보편적 책임감으로 살 것을 결심하여야 한다. 우리는 서로 다른 나라의 시민이자 나라와 나라들이 연결되어 있는 한 세계의 시민이다. 우리 모두는 인류와 지구 공동체의 현재와 미래에 대하여 책임감을 공유해야 만 한다. 생명의 신비에 대한 경외와 삶이라는 선물에 대한 감사 그리고 자연 속에서 인간의 정주공간에 대한 겸손으로 우리의 삶을 살아갈 때 비로써 모든 생명과의 연대와 결속이 확장된다.
우리는 도래하는 지구 공동체의 윤리적 근간을 제공할 기본적 가치들의 공유된 비젼을 필요로 하고 있다. 따라서 모든 개인들과 기관들, 사업체, 정부, 다국적 기업의 행동에 적용할수 있는 공통의 기준으로서, 다음에 제시될 지속 가능한 삶의 방식을 위한 상호의존적 원칙들은 우리 앞에 펼쳐질 것이며 평가될 것이다.
[ 원칙들 / PRINCIPLES ]
Ⅰ. 생명 공동체에 대한 존엄과 보호 / Respect and care for the Community of Life
1. 다양성을 지닌 지구와 생명체를 존중한다.
a. 모든 존재는 상호 의존적이며 모든 생명체는 인간에 대한 유용 여부에 관계없이 가치를 지님을 인정한다.
b. 모든 인류의 고유의 존엄성과 지적, 예술적, 윤리적, 영적 잠재력에 대한 믿음을 확고이 한다.
1. Respect Earth and life in all its diversity.
a. Recognize that all beings are interdependent and every form of life has value regardless of its worth to human beings.
b. Affirm faith in the inherent dignity of all human beings and in the intellectual, artistic, ethical, and spiritual potential of humanity.
2. 이해와 동정과 사랑을 바탕으로 생명 공동체를 보호한다.
a. 자연 자원을 소유하며 관리하고 사용할 권리와 함께 환경오염을 방지하고 인권을 보호할 의무가 있음을 인정한다.
b. 늘어나는 자유, 지식 그리고 힘과 함께 공익을 증진할 책임도 있음을 확실히 한다.
2. Care for the community of life with understanding, compassion, and love.
a. Accept that with the right to own, manage, and use natural resources comes the duty to prevent environmental harm and to protect the rights of people.
b. Affirm that with increased freedom, knowledge, and power comes increased responsibility to promote the common good.
3. 정의와 참여와 지속성과 평화를 바탕으로 민주주의 사회를 건설한다.
a. 모든 사회는 인권과 기본적인 자유를 보장하여야 하며, 모든 이에게 그들의 잠재력을 실현할 기회를 제공하여야 한다.
b. 안락하고 의미있는 삶을 영위하도록 사회적 경제적 정의를 증진시키는 것은 생태적인 책임이다.
3. Build democratic societies that are just, participatory, sustainable, and peaceful.
a. Ensure that communities at all levels guarantee human rights and fundamental freedoms and provide everyone an opportunity to realize his or her full potential.
b. Promote social and economic justice, enabling all to achieve a secure and meaningful livelihood that is ecologically responsible.
4. 현재와 미래 세대를 위하여 지구의 아름다움을 보전한다.
a. 각 세대의 행동의 자유는 미래 세대의 필요성에 의해서 제한된다.
b. 미래세대에게 지구의 인간과 생태적 사회의 지속성을 도모할 수 있는 가치관, 전통, 그리고 제도를 전해준다.
이러한 네 가지의 약속들을 지켜나가기 위하여 다음의 것들이 필요하다.
4. Secure Earth's bounty and beauty for present and future generations.
a. Recognize that the freedom of action of each generation is qualified by the needs of future generations.
b. Transmit to future generations values, traditions, and institutions that support the long-term flourishing of Earth's human and ecological communities. In order to fulfill these four broad commitments, it is necessary to:
Ⅱ. 생태적 온전성 / Ecological Integrity
5. 생물종 다양성과 생명을 유지하는 자연적 천이에 특별한 관심을 가지고 지구의 생태적 시스템의 온전성을 지키고 복원한다.
a. 모든 영역에 지속 가능한 발전 계획과 규제를 채택하여 환경보존과 복원이 개발의 초기단계에 필수 불가결한 조건이 되게 한다.
b. 지구의 생명 부양계를 지키고, 종 다양성을 유지하며, 자연의 유산을 보전하기 위하여 원시의 대지와 해안지대를 포함한 자연과 지구의 보호지역을 수립하고 지켜나간다.
c. 위기에 처한 종들과 생태계의 회복을 촉진한다.
d. 야생 종과 환경에 해를 끼치는 인공적이거나 유전자가 변형된 생물종들을 조절하고 제거하며, 그러한 해로운 생물종의 도입을 저지한다.
e. 물, 토양, 산림 자원, 그리고 수산물과 같은 재생산 가능한 자원의 이용에 있어서 과도하지 않으며 생태계의 건강을 유지할 수 있도록 관리한다.
f. 광물과 화석연료의 채취와 사용에 있어서 고갈을 최소화하고 환경에 심각한 손상을 입히지 않도록 관리한다.
5. Protect and restore the integrity of Earth's ecological systems, with special concern for biological diversity and the natural processes that sustain life.
a. Adopt at all levels sustainable development plans and regulations that make environmental conservation and rehabilitation integral to all development initiatives.
b. Establish and safeguard viable nature and biosphere reserves, including wild lands and marine areas, to protect Earth's life support systems, maintain biodiversity, and preserve our natural heritage.
c. Promote the recovery of endangered species and ecosystems.
d. Control and eradicate non-native or genetically modified organisms harmful to native species and the environment, and prevent introduction of such harmful organisms.
e. Manage the use of renewable resources such as water, soil, forest products, and marine life in ways that do not exceed rates of regeneration and that protect the health of ecosystems.
f. Manage the extraction and use of non-renewable resources such as minerals and fossil fuels in ways that minimize depletion and cause no serious environmental damage.
6. 환경보호의 최선책으로 유해요소를 제거하고, 이에 대한 지식이 한정된 경우에는 예방적 접근을 시도한다.
a. 과학적 지식이 불완전하고 결정적이지 못할 때 심각하고 되돌이킬수 없는 환경적 해를 피할 수 있도록 조치를 취한다.
b. 제안된 행위가 치명적 해를 미치지 않음을 주장하는 이에게 그것에 대한 입증의 의무를 지우고 이로 인한 환경피해에 책임을 지게 한다
c. 의사결정이 인간 행위에 장기간에 걸쳐 간접적으로 누적되며 장거리의 그리고 지구적 결과를 가져옴을 확실히 한다.
d. 환경의 어느 부분에 있어서도 오염을 용납하지 않으며 방사능, 독성 또는 다른 유해한 물질의 증강을 허락하지 않는다.
e. 환경에 해를 끼치는 군사적 행동을 용납하지 않는다.
6. Prevent harm as the best method of environmental protection and, when knowledge is limited, apply a precautionary approach.
a. Take action to avoid the possibility of serious or irreversible environmental harm even when scientific knowledge is incomplete or inconclusive.
b. Place the burden of proof on those who argue that a proposed activity will not cause significant harm, and make the responsible parties liable for environmental harm.
c. Ensure that decision making addresses the cumulative, long-term, indirect, long distance, and global consequences of human activities.
d. Prevent pollution of any part of the environment and allow no build-up of radioactive, toxic, or other hazardous substances.
e. Avoid military activities damaging to the environment.
7. 지구의 재생 능력과 인권과 그리고 사회의 안녕을 가능케 하는 생산, 소비, 재생의 형태를 적용한다.
a. 생산과 소비체계에서 양산된 폐 자원을 줄이고. 재사용․재순환하며 잔류한 폐기물은 반드시 생태계로 흡수되어져야 한다.
b. 에너지를 사용할 때에는 자제와 효율을 염두하여야 하며, 태양력과 풍력과 같은 재생 가능한 에너지의 의존도를 증가시킨다.
c. 환경적으로 건전한 기술들을 개발하고 적용하며 공평한 방법으로 이전함을 촉진한다.
d. 재화 와 용역의 가격에 있어서 모든 환경적 사회적 비용을 내재시키며, 소비자로 하여금 최고의 사회적 환경적 기준을 만족하는 상품만을 구매하도록 한다.
e.누구나 후손을 이어갈 수 있는 건강과 후손에 대한 책임을 증진하는 의료보장을 받을 수 있도록 한다.
f. 유한한 지구에서 삶의 질과 기본적인 물질적 요구를 충족시키는 생활 방식을 채택한다.
7. Adopt patterns of production, consumption, and reproduction that safeguard Earth's regenerative capacities, human rights, and community well-being.
a. Reduce, reuse, and recycle the materials used in production and consumption systems, and ensure that residual waste can be assimilated by ecological systems.
b. Act with restraint and efficiency when using energy, and rely increasingly on renewable energy sources such as solar and wind.
c. Promote the development, adoption, and equitable transfer of environmentally sound technologies.
d. Internalize the full environmental and social costs of goods and services in the selling price, and enable consumers to identify products that meet the highest social and environmental standards.
e. Ensure universal access to health care that fosters reproductive health and responsible reproduction.
f. Adopt lifestyles that emphasize the quality of life and material sufficiency in a finite world.
8. 생태적 지속 가능성에 대한 연구를 진척시키고 습득된 지식의 자율적인 교류와 폭 넓은 적용을 촉진시킨다.
a. 개발도상국들의 요구에 특별한 관심을 가지고 지속 가능성에 대한 국제적인 과학과 기술의 협력을 지원한다.
b. 환경의 보호와 인류의 안녕에 기여하는 모든 문화속에 내재된 전통 지식과 영적 지혜를 인식하며 보전한다.
c. 유전자 정보를 포함한 인간의 건강과 환경의 보호에 관한 중요한 정보는 공공의 영역에서 이용 가능하도록 보장되어야 한다.
8. Advance the study of ecological sustainability and promote the open exchange and wide application of the knowledge acquired.
a. Support international scientific and technical cooperation on sustainability, with special attention to the needs of developing nations.
b. Recognize and preserve the traditional knowledge and spiritual wisdom in all cultures that contribute to environmental protection and human well-being.
c. Ensure that information of vital importance to human health and environmental protection, including genetic information, remains available in the public domain.
III. 사회․경제적 정의 / Social and Economic Justice
9. 빈곤은 윤리, 사회, 환경의 측면에서 반드시 없애야 한다.
a. 사람들에게 필요한 자원 -일국의 자원과 국제적인 자원-을 적당히 분배하여, 마실 물, 맑은 공기, 안전한 음식, 오염되지 않은 땅, 머물 곳, 공중위생의 권리를 보장해야 한다.
b. 모든 인간에게 교육과 자원을 주어 지속가능한 삶을 지킬 수 있도록 하며, 스스로의 힘으로 살아가지 못하는 사람들에게 사회 안전망을 제공한다.
c. 멸시받는 이들을 인지하고, 약자를 보호하고, 고통받는 사람들을 보살피며, 이들 모두가 자신의 능력을 개발하고 자신의 뜻을 펼 수 있도록 한다.
9. Eradicate poverty as an ethical, social, and environmental imperative.
a. Guarantee the right to potable water, clean air, food security, uncontaminated soil, shelter, and safe sanitation, allocating the national and international resources required.
b. Empower every human being with the education and resources to secure a sustainable livelihood, and provide social security and safety nets for those who are unable to support themselves.
c. Recognize the ignored, protect the vulnerable, serve those who suffer, and enable them to develop their capacities and to pursue their aspirations.
10. 모든 경제행위와 경제제도가 모든 면에서, 공정하고 지속가능한 방식으로 인간의 개발을 촉진하도록 보장한다.
a. 국가 내에서 그리고 국가간에, 부의 평등한 분배를 진전시킨다.
b. 개발도상국의 지식자원, 금융자원, 기술자원, 사회자원을 개선하며, 이들 나라의 무거운 외채부담을 덜어준다.
c. 모든 무역이 지속가능한 자원사용, 환경보호, 진보적인 노동기준을 지원하는 것을 보장한다.
d. 다국적기업과 국제금융기구가 투명하게 그리고 공익을 위해 행동할 것을 요구하며, 이들이 스스로의 행동에 책임을 지도록 한다.
10. Ensure that economic activities and institutions at all levels promote human development in an equitable and sustainable manner.
a. Promote the equitable distribution of wealth within nations and among nations.
b. Enhance the intellectual, financial, technical, and social resources of developing nations, and relieve them of onerous international debt.
c. Ensure that all trade supports sustainable resource use, environmental protection, and progressive labor standards.
d. Require multinational corporations and international financial organizations to act transparently in the public good, and hold them accountable for the consequences of their activities.
11. 성적 평등과 형평을 확고히 한다. 성적 평등과 형평은 지속가능한 개발의 선행조건이다. 또한 교육, 건강보호, 경제적 기회에 대한 접근을 누구에게나 보장해야 한다.
a. 여성의 인권을 보호하며 여성에 대한 모든 폭력을 근절한다.
b. 경제․정치․시민․사회․ 문화적 삶 등 모든 면에서, 완전하고 동등한 파트너, 정책결정자, 지도자, 연금수령인으로서 여성들의 적극적인 참여를 증진한다.
c. 가족을 강화하고 모든 가족 구성원의 안전과 애정 어린 양육을 보장한다.
11. Affirm gender equality and equity as prerequisites to sustainable development and ensure universal access to education, health care, and economic opportunity.
a. Secure the human rights of women and girls and end all violence against them.
b. Promote the active participation of women in all aspects of economic, political, civil, social, and cultural life as full and equal partners, decision makers, leaders, and beneficiaries.
c. Strengthen families and ensure the safety and loving nurture of all family members.
12. 모든 사람들의 인간존엄성과 건강 그리고 영적 충만을 돕는 자연 및 사회환경에 대한 권리를 차별없이 부여하며 특히 토착민과 소수자들의 권리에 각별히 관심을 쏟아야 한다.
a. 인종, 피부색, 성별, 성적지향, 종교, 언어, 국적이나 민족태생, 계층태생에 바탕을 둔 모든 형태의 차별을 없앤다.
b. 토착민들의 영성, 지식, 땅, 자원 그리고 지속가능한 삶과 관련된 실천에 대한 권리를 확고히 한다.
c. 젊은이들을 존중하고 지원하여 그들이 지속가능한 사회를 만드는 데 핵심적 역할을 할 수 있도록 한다.
d. 문화적․영적으로 매우 중요한 지역을 보호하고 회복시킨다.
12. Uphold the right of all, without discrimination, to a natural and social environment supportive of human dignity, bodily health, and spiritual well-being, with special attention to the rights of indigenous peoples and minorities.
a. Eliminate discrimination in all its forms, such as that based on race, color, sex, sexual orientation, religion, language, and national, ethnic or social origin.
b. Affirm the right of indigenous peoples to their spirituality, knowledge, lands and resources and to their related practice of sustainable livelihoods.
c. Honor and support the young people of our communities, enabling them to fulfill their essential role in creating sustainable societies.
d. Protect and restore outstanding places of cultural and spiritual significance.
Ⅳ. 민주주의, 비폭력, 평화 / Democracy, Nonviolence, and Peace
13. 모든 단계에서 민주주의의 바탕을 둔 기구들을 강화시키고, 그 조직운영에 있어서 투명성과 책임을 보장하고, 의사결정에 있어 모든이의 참여를 유도하며, 정의를 구현할 수 있게 한다.
a. 모든 사람들이 환경문제와 그들과 이해관계에 있거나 혹은 그에 상응하는 영향을 끼칠 수 있는 모든 개발계획과 활동에 대해 명백하고도 시의적절한 정보를 제공받을 권리를 지닌다.
b. 지방, 지역, 전세계 차원의 시민사회를 지지하고, 참여하고자 하는 모든 개인과 조직들의 의미있는 참여를 증진시킨다.
c. 의사의 자유, 표현의 자유, 평화로운 집회의 자유, 결사의 자유, 반대의사 표현의 자유에 대한 권리를 보장한다.
d. 환경을 위협하는 유해요인의 치유와 시정을 포함한 행정절차와 독립적 사법절차에 대한 효과적이고 효율적인 접근을 제도화한다.
e. 모든 공적, 사적 기구에서 부패를 추방한다.
13. Strengthen democratic institutions at all levels, and provide transparency and accountability in governance, inclusive participation in decision making, and access to justice.
a. Uphold the right of everyone to receive clear and timely information on environmental matters and all development plans and activities which are likely to affect them or in which they have an interest.
b. Support local, regional and global civil society, and promote the meaningful participation of all interested individuals and organizations in decision making.
c. Protect the rights to freedom of opinion, expression, peaceful assembly, association, and dissent.
d. Institute effective and efficient access to administrative and independent judicial procedures, including remedies and redress for environmental harm and the threat of such harm.
e. Eliminate corruption in all public and private institutions.
f. Strengthen local communities, enabling them to care for their environments, and assign environmental responsibilities to the levels of government where they can be carried out most effectively.
14. 공교육과 지속가능한 삶의 방식을 위해 필요한 지식, 가치, 기술들을 배울 수 있는 평생교육을 통합한다.
a. 모두에게, 특히 어린이와 청년들이 지속가능한 개발에 적극적으로 공헌할 수 있는 능력을 함양시키는 교육의 기회를 제공한다.
b. 지속가능성 교육을 위해 과학 뿐 아니라 예술과 인문학의 역할을 중진시킨다.
c. 생태적, 사회적 도전들에 대한 인식을 환기시키기 위해 대중매체의 역할을 강화한다.
d. 지속가능한 삶을 위한 도덕적, 정신적 교육의 중요성을 인식시킨다.
14. Integrate into formal education and life-long learning the knowledge, values, and skills needed for a sustainable way of life.
a. Provide all, especially children and youth, with educational opportunities that empower them to contribute actively to sustainable development.
b. Promote the contribution of the arts and humanities as well as the sciences in sustainability education.
c. Enhance the role of the mass media in raising awareness of ecological and social challenges.
d. Recognize the importance of moral and spiritual education for sustainable living.
15. 모든 살아있는 생명을 존중과 사려로 대한다.
a. 인간과 함께 살고 있는 동물에 대해 학대를 금지하고 그들을 고통으로부터 보호한다.
b. 야생동물에 대해 잔혹하고 무분별하게 행해지는 사냥, 포획, 어획을 금지한다.
c. 최대한 표적이 대상이 아닌 종의 포획이나 파괴를 금한다.
15. Treat all living beings with respect and consideration.
a. Prevent cruelty to animals kept in human societies and protect them from suffering.
b. Protect wild animals from methods of hunting, trapping, and fishing that cause extreme, prolonged, or avoidable suffering.
c. Avoid or eliminate to the full extent possible the taking or destruction of non-targeted species.
16. 관용, 비폭력, 평화의 문화를 증진시킨다.
a. 국가내, 국가간 모든 사람들 간의 상호이해, 유대, 협동을 고양, 지원한다.
b. 폭력적 갈등을 예방하고 환경으로 인한 갈등과 기타분쟁들을 처리하기 위해 포괄적으로 협력 전략을 시행한다.
d. 국가안보체제를 타국에 위협이 되지 않는 방위 수준으로 비군사화 시키고 군사자원을 생태적 복원과 같은 평화적 목적으로 전향시킨다.
e. 핵무기, 생화학 무기, 유독성 무기등의 대량살상무기들을 제거한다.
f. 궤도와 그 외 우주공간의 사용 또한 환경보호와 평화를 위해 사용되어야 한다는 점을 주지한다.
g. 평화란 스스로와, 다른 사람과, 다른 문화와, 다른 생명과, 지구, 또 우리가 구성원으로 있는 더 큰 전체와의 상호 유기적 관계속에서 유지, 존속되는 전체성임을 인지한다.
16. Promote a culture of tolerance, nonviolence, and peace.
a. Encourage and support mutual understanding, solidarity, and cooperation among all peoples and within and among nations.
b. Implement comprehensive strategies to prevent violent conflict and use collaborative problem solving to manage and resolve environmental conflicts and other disputes.
c. Demilitarize national security systems to the level of a non-provocative defense posture, and convert military resources to peaceful purpose s, including ecological restoration.
d. Eliminate nuclear, biological, and toxic weapons and other weapons of mass destruction.
e. Ensure that the use of orbital and outer space supports environmental protection and peace.
f. Recognize that peace is the wholeness created by right relationships with oneself, other persons, other cultures, other life, Earth, and the larger whole of which all are a part.
[ 앞으로 나아갈 길 / THE WAY FORWARD ]
인류사에 전례 없이, 공동의 운명이 우리로 하여금 새로운 시작을 종용하고 있다. 이러한 새로운 시작이 지구헌장 원칙들의 약속이다. 이 약속이 지켜지기 위해 우리는 지구헌장의 가치와 목표들을 채택하고 증진시키는 책임을 맡아야한다. 이는 정신과 마음의 전환을 요구한다. 이것은 새로운 전 지구적 상호의존과 보편적 책임감을 필요로 한다. 우리는 상상력을 구사하면서 지속가능한 삶의 방식에 관한 전망을 자신이 속한 지역으로, 국가로, 지역으로, 전세계로 적용시킨다. 우리의 문화적 다양성은 귀중한 유산이며 이러한 다양성은 우리의 목표를 실현시키는데 각각의 독특한 방식으로 기여할 것이다. 우리는 지구헌장을 탄생시킨 전지구적 대화를 확대해 가야 한다. 왜냐하면 우리는 현재 진행 중인 진실과 지혜의 협력적 탐구로부터 많은 것을 배워야하기 때문이다.
삶은 종종 상반되는 중요한 가치들 간의 긴장을 수반한다. 이는 선택을 어렵게 만든다. 그러나 우리는 전체 속에서의 다양성, 공익속의 자유의 구가, 장기적 목표속의 단가적 목표를 가지고 다양성을 조화시키는 방법을 찾아야 한다. 개개인, 가족, 조직, 공동체가 필수적인 역할을 해야한다. 예술, 과학, 종교, 교육기관, 미디어, 기업, 비정부단체, 정부 모두가 창조적인 리더쉽을 발휘해야 한다. 정부, 시민사회, 기업간의 파트너 쉽이 경영에 효과적이다.
지속가능한 지구공동체를 건설하기 위해서는 전 세계 국가들이 UN에 그들의 확고한 공헌을 새로이 하고, 현존하는 국제 협정 하에서 의무사항들을 충실히 수행하고 환경과 개발에 관한 국제적으로 법적 구속력을 지닌 기구를 통해 지구헌장 원칙을 실행해 나가야 한다.
우리가 사는 지금 이 순간이 생명에 대한 경의와, 지속가능한 삶을 위한 확고한 결의가 요구되며 정의와 평화, 환희에 찬 생명존중을 위한 싸움의 발걸음을 빨리하는 자각의 순간임을 기억하자
As never before in history, common destiny beckons us to seek a new beginning. Such renewal is the promise of these Earth Charter principles. To fulfill this promise, we must commit ourselves to adopt and promote the values and objectives of the Charter.
This requires a change of mind and heart. It requires a new sense of global interdependence and universal responsibility. We must imaginatively develop and apply the vision of a sustainable way of life locally, nationally, regionally, and globally. Our cultural diversity is a precious heritage and different cultures will find their own distinctive ways to realize the vision. We must deepen and expand the global dialogue that generated the Earth
Charter, for we have much to learn from the ongoing collaborative search for truth and wisdom.
Life often involves tensions between important values. This can mean difficult choices. However, we must find ways to harmonize diversity with unity, the exercise of freedom with the common good, short-term objectives with long-term goals. Every individual, family, organization, and community has a vital role to play. The arts, sciences, religions, educational institutions, media, businesses, nongovernmental organizations, and governments are all called to offer creative leadership. The partnership of government, civil society, and business is essential for effective governance.
In order to build a sustainable global community, the nations of the world must renew their commitment to the United Nations, fulfill their obligations under existing international agreements, and support the implementation of Earth Charter principles with an international legally binding instrument on environment and development.
Let ours be a time remembered for the awakening of a new reverence for life, the firm resolve to achieve sustainability, the quickening of the struggle for justice and peace, and the joyful celebration of life.
