PAY RANGE:
KGS-5: Between 17,578 and 25,221 Won per hour
KGS-7: Between 21,892 and 31,599 Won per hour
KGS-9: Between 26,013 and 37,691 Won per hour
KGS-11: Between 29,964 and 43,531 Won per hour
TOUR OF DUTY: 40 hours per week

NOTE: 1. Target grade of these positions are KGS-11. If the position is filled at the lower grade than target grade, the incumbent may be non-competitively promoted to target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. 2. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. 3. Relocation allowance will be authorized for the selectee from Area II if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. 4. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
MAJOR DUTIES:
KGS-11: Serves as the Mechanical Engineer with responsibility for performing engineering activities, advising and making technical recommendations concerning the design, construction, modification, maintenance and repair of Army real property facilities such as; liquid fueling and dispensing facilities; heating, refrigeration and airconditioning plants; general plumbing, high heat transmission and distribution; industrial, commercial and domestic heating, ventilating and airconditioning systems; motor control; refrigeration systems; sprinkler systems; POL storage systems; and fire protection systems for various structures. Performs professional engineering work related to planning and design function of mechanical portions and furnishes advise and assistance on engineering construction and procurement projects, that deviate from standard practices. Projects often require departing from. past approaches and extending traditional techniques or developing new ones to meet major objectives without compromising design and engineering principles. The technical expertise provided affect the design of real property throughout Korea. Reviews mechanical portions of plans, design analysis, calculations and estimates prepared by other engineers for accuracy, adequacy, correct application of design principles and standard engineering practices. Ascertains that the documents reviewed will produce and efficient and functional end product, and will be compatible with existing facilities. Makes field investigation of sites on proposed projects; to ascertain improvement of designs; to assist field personnel in the interpretation of plans, specifications and modification thereto; and to check conformance of construction with design. Personal contacts are made to resolve difficulties and control the work performed by other engineers. Problems encountered are explained and counseled with other engineers on questions concerning mechanical engineering design. Provides internal coordination between engineers within organization to insure maximum efficiency. Performs the administrative work of the section by, keeping logs of all incoming work assignments; maintaining a status report of all work assignments; maintaining the section's file copies of review comments and consolidating completed mechanical designs. Participates in engineering design conferences representing the Branch in matters relating to mechanical engineering. Provides technical assistance during initial and subsequent contract negotiations. Evaluates contract bid cost breakdown and makes recommendations for remedial action when the cost breakdown is unreasonable. Conducts research to keep informed on the latest development and improvements in methods, techniques, materials and component parts. Conducts reviews of locally manufactured mechanical materials with respect to U.S. standards. Provides technical data, reports, surveys and determines their usefulness in existing and contemplated projects. Performs other duties as assigned.
QUALIFICATION REQUIREMENTS:
a. EXPERIENCE:
KGS-5: No prior experience is required.
KGS-7: One year of professional experience at grade level of KGS-5 or equivalent.
KGS-9: One year of professional experience at grade level of KGS-7 or equivalent.
KGS-11: One year of professional experience at grade level of KGS-9 or equivalent.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional rather than technical knowledge, skill and abilities (KSAs) such as can be gained through intensive college education and training.
b. BASIC REQUIREMENTS: Applicants must have completed a full 4-year course of study in o ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered, or possess an engineer license (기사) in the field related to the job for which being considered.
c. ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 60 is required. 2. The passing score of former English Language Proficiency Test (A series) may be substituted for ALCPT requirement. 3. The TOEFL score of 450 (or 133 on the computer-based test) or TOEIC score of 550 may be substituted for ALCPT requirement. Applicants must indicate the TOEFL/TOEIC score on the application (item #17) and submit official copies of test scores. TOEFL and TOEIC scores are valid for two years from the exam date. TOEFL scores must be provided to the CHRA-FER from the ETS.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. Successful completion of one full year of progressively higher level graduate education in a field related to the position being filled may be substituted for one year of professional experience required at KGS-7. 2. Successful completion of two full years of progressively higher level graduate education leading to a master’s degree in a field related to the position being filled may be substituted for one year of professional experience required at KGS-9 level. 3. Successful completion of three full years of progressively higher level graduate education leading to a doctoral degree in a field related to the position being filled may be substituted for one year of professional experience required at KGS-11 level.
