For several decades,
Jinyoung Ssangkum Ryu Haedong Kumdo has continued to grow across many countries, developing steadily under diverse cultural and regional environments.

Although each nation may have its own administrative style,
the fundamental structure—where an appointed representative manages activities in coordination with the United World Haedong Kumdo Federation (UWHKF)—
has remained consistent.

As outlined in the Official Operational Guidelines, published on the main website, the appointment of representatives, their scope of authority, and their responsibilities
are based firmly on the principles of transparency, trust, and organizational consistency.

With these principles as the foundation, the following operational direction for the United States is announced.

🇺🇸 1️⃣ Transition to a State-Based Autonomous Operating System

Going forward, all activities of Jinyoung Ssangkum Ryu Haedong Kumdo in the United States
will operate under a state-based autonomous system.

○ Each state will follow these guidelines:

A state representative or coordinator will oversee local training, seminars, and educational programs.

All activities must comply with the standards outlined in the
Official Operational Guidelines.

National coordination will remain under the UWHKF,
while each state maintains administrative autonomy
in alignment with the Federation’s philosophy and principles.

Major discussions and decisions will be made through regular meetings
between state representatives and the organization’s Board.

This structural adjustment is intended to provide a more stable
and sustainable foundation for growth across the United States.

2️⃣ Use of the Federation Name and the Founder’s Name Requires Prior Approval

Any official activity—such as hosting seminars, developing educational programs,
or initiating external partnerships—should proceed only after
appropriate communication and confirmation.

This principle applies not only in the United States,
but in every region where Jinyoung Ssangkum Ryu Haedong Kumdo is practiced.
