Incheon Metropolitan City has an average annual temperature of 12.7 ℃ and annual precipitation of 1,300 mm, and is geographically located in the center of the west coast port city of Northeast Asia where it acts as a gateway to South Korea. On the west of Incheon Metropolitan City  lies the Yellow Sea with the Han River, one of the main rivers in South Korea, located in its north. 

It consists of mainly low lying land with gentle slopes, and because of this, it is vulnerable to flooding. It has a population of 2.7 million and contributes to 5% of South Korea’s economy. 
In Incheon Metropolitan City, more than 90% of the occurring natural disasters are water-related. The total catchment area of the city comprises 45,121.82 ha where the runoff occurs. Although the human casualties have decreased along the years (based on 1999 – 2006), the property damage still remains very high. Therefore, there is a need for new strategies and/or solutions to reduce these losses through better flood prevention methods.
