영어권 사람들은 어떻게 생각할 지...구글링을 좀 해봤습니다. 

expressed regret니까, 분명 명사적인 용법이고, 위 사전적 1번 의미상 사과배는 아닌 것으로 해석되네요.

유감에는 잘못에 대한 약한 사과의 뜻이 있을 수 있고, 안됐다,안쓰럽다의 뜻도 있습니다. 그것은 문맥에서 나오지요. 근데, 전혀 사과의 뉴앙스가 보이지 않습니다.
