北 "남북관계, 전시상황 돌입"(종합)
정부·정당·단체 특별성명 발표

(서울=연합뉴스) 윤일건 기자 = 북한은 30일 '정부·정당·단체 특별성명'을 통해 "이 시각부터 북남관계는 전시상황에 들어가며 따라서 북남 사이에서 제기되는 모든 문제는 전시에 준하여 처리될 것"이라고 밝혔다고 조선중앙통신이 전했다.
성명은 "기다리고 기다리던 판가리 결전의 최후시각은 왔다"라며 "조선반도에서 평화도 전쟁도 아닌 상태는 끝장났다"고 주장했다.
성명은 이어 "미국과 괴뢰패당이 군사적 도발을 일으킨다면 그것은 국지전으로 한정되지 않고 전면전쟁, 핵전쟁으로 번져지게 될 것"이라며 "우리의 첫 타격에 미국 본토와 하와이, 괌도가 녹아나고 남조선 주둔 미군기지는 물론 청와대와 괴뢰군기지도 동시에 초토화될 것"이라고 위협했다.
성명은 또 "우리의 조국통일대전은 3일 대전도 아니며 미국과 괴뢰호전광들이 미처 정신을 차릴새 없이 단숨에 남조선 전 지역과 제주도까지 타고 앉는 벼락같은 속전속결전, 하늘과 땅, 바다는 물론 전방과 후방이 따로 없는 입체전으로 될 것"이라고 밝혔다.
성명은 김정은 국방위원회 제1위원장이 긴급 작전회의를 소집하고 전략미사일 타격계획을 최종 검토·승인했다고 지적하며 "원수님(김정은)의 중대결심은 미국과 괴뢰패당에 대한 최후경고이며 정의의 최종결단"이라고 강조했다.
성명은 "김정은 시대에는 모든 것이 다르다는 것을 똑바로 알아야 한다"라며 "이제 적대세력은 조선이 없는 지구는 존재할 수 없다는 백두영장의 의지와 담력, 무서운 본때를 몸서리치게 맛보게 될 것"이라고 경고했다.

조선반도에서 평화도 전쟁도 아닌 상태는 끝장났다
위와 같은 성명은....사실 별 의미가 없는 것이지요.
왜냐면 그건 실질적 행동력을 담보한 북한 최고지도자의 언급도 아니고
북한 인민군 최고사령부나 국방위원회 성명 등이 아니기 때문이지요.
즉, 위와 같은 것은 그냥.....정보가치의 경중을 따져 구분하지 않고
북측에서 나오는 모든 것들을 똑같은 비중으로 무조건 기사화하는
국내외 찌라시들의 특성을 이용한 대미, 대남 심리전 차원의 선전전일 뿐이지요.
따라서....실질적 상황이 어떤가에만 몰두하여 분석하는
우리 카페 입장에서는 위와 같은 내용들은 거의 아무런 정보가치도
없는 내용에 불과합니다.
미국과 괴뢰패당이 군사적 도발을 일으킨다면...
전면전쟁, 핵전쟁으로 번져지게 될 것
북한의 외교관들이나 군부 등은 선전전과 기만전에 아주 능합니다.
모두 약소국들이 강대국을 상대로한 소위 "게릴라 전술"입니다.
그건 김일성 주석이 고작 100~200명의 항일무장 게릴라들과
고아 어린이들까지 함께 데리고 다니며 당시 만주의 무려 100만 일본정규군을
상대로한 항일 게릴라 전투를 벌이며 습득한 전법이지요.
북한권력층과 북한 군부는 아직도 그 전통을 이어오고 있는 셈이지요.

그래서 북측의 외교적 언사들은 얼핏 그 사용하는 단어들이
매우 거칠게 보이지만....그러나 그 논리적 구성은 매우 치밀하며
세련되어 있다는 것을 잘 알 수 있지요.
말하자면, 위 언급도 정확히 그와 같은 차원이지요.
즉, 북한이 무조건 미국을 선제타격하겠다거나 또는
대남 선제공격을 하겠다는 의미가 아니라
단지 만일 미국이나 남한이 북한에 대해 군사적 도발을 먼저 하면....
이라는 전제조건을 달고 있지요.
즉, 만일 미군이나 남한 군대가 아무 대북도발적 행동을 하지 않는다면
실제로는 아무 일도 없을 것임을 의미합니다.
그리고 또다른 대미 경고는....만일 한반도 무력충돌시
미군이 개입하면 그건 전면전 뿐만 아니라 핵전쟁이 될 것임을
경고해두고자 하는 것이지요.
즉, 만일의 남북한간 무력충돌시 미군의 손발을 묶어두고자
하는 대미 경고성 심리전이지요.
어쨌든, 주로는 미국에 겁을 주고자 하는 심리전 차원의
것들로서, 북한의 그런 대미 게릴라 전술적 외교술은
그동안 북미대결 역사에서 성공적이었지요.
아마 이번에도 성공할 가능성이 매우 크다고 봅니다.
그에 대한 반응이 이미 미국정부내에 있는가 보군요.

The latest round of threats exchanged by North Korea and the United States is dragging on longer and taking on a more virulent tone than in the past, provoking deep concerns among American officials and their allies.
The current tensions may prove tougher to dial down than in the past, analysts warn. Kim Jong Un, the country’s 30-year-old leader, has personally issued the threats against the United States and South Korea, an unusually blunt approach that mirrors the one his grandfather took at the onset of the Korean War in 1950.

North Korea's Kim is making U.S. officials nervous
His youth and inexperience have the White House worried that he might blunder his way into a war.

WASHINGTON — Obama administration officials who once hoped that North Korea's young leader could prove to be a reformer are increasingly worried that he might blunder his way into a war.
Even as they publicly describe 30-year-old Kim Jong Un's recent bellicose threats as bluster, administration officials have stepped up visible demonstrations of American military power. The aim, according to current and former U.S. officials, is to highlight for the North Koreans that their Stalinist regime might not survive a war on the Korean peninsula.
Kim "is clearly inexperienced, but what's not clear is whether he has the smarts to know — or can learn — that it wouldn't be wise to start a war," said a senior Defense official, speaking anonymously to discuss military planning.
The actions mark a change of tactics by the administration. During President Obama's first term, the White House played down North Korean threats and avoided visible reaction to provocations. This time, it has staged a series of military moves, highlighting them with public announcements.
혹시라도 북한이 정말로 전쟁이라도 일으킬까봐 미국 백악관의 관리들이
전전긍긍 하고 있다는 내용입니다.
B-2 까지 동원해서 협박했으면 이제 북한이 적당히 알아서
미국에 굴복해주었으면 좋겠지만.....그러나 굴복하기는 커녕
도리어 더욱 거세게 나오고 있습니다.
그러자 미국 관리들은 이제 슬슬 겁이 나기 시작하는가 봅니다.
혹시라도....북한이 정말로 전쟁을 시작해버릴런지도 모른다고
판단하고 있는 것이지요.
그러나 만일.....북한의 군사력이 별볼 일 없는 약소국이었더라면
미국이 그런 걱정을 할 필요가 전혀 없겠지요.
그냥 항모 전단을 끌고가 때려부수면 되는 것이 바로
미국이라는 나라이지요.
그런데 항모는 북한에 무용지물이니 B-2 라는 미국 최후의 무기까지
끌고나와 북한에 겁을 주려고 시도해 보았지만....
그러나 북한은 그에 굴복하지 않고 더욱 거세게 나오고 있으니....
미국으로서도 죽을 맛입니다.
그런데....이번 북한의 대미 협박 수준은 과거 김정일 위원장 시절의
대미 협박과는 도대체 그 차원과 수준이 다르다는 점이
미국을 더욱 곤혹스럽게 만들고 있습니다.
그 이유가 무엇인지 한번 살펴보기로 하지요.

North Korea put its rocket units on standby Friday to attack U.S. military bases in South Korea and the Pacific, after repeated threats one day after two American stealth bombers flew over the Korean Peninsula in a military exercise.
A U.S. official warned that the isolated communist state is “not a paper tiger” and its reaction should not be dismissed as “pure bluster.”
According to South Korea's news agency, Yonhap, North Korea announced Saturday that it had entered a state of war against South Korea. "In a special statement, the North said it will deal with every inter-Korean issue in a wartime manner," Yonhap reported. NBC News could not immediately confirm.
According to North Korea's official KCNA news agency, the country's leader Kim Jong Un “judged the time has come to settle accounts with the U.S. imperialists in view of the prevailing situation” at a midnight meeting of top generals, Reuters reported.
The latest threats come one day after two nuclear-capable stealth bombers flew from Missouri to drop inert munitions on a range in South Korea as part of a major military exercise.
The U.S. official emphasized the danger posed by North Korea’s military and the unpredictable nature of its 30-year-old leader.
“North Korea is not a paper tiger so it wouldn't be smart to dismiss its provocative behavior as pure bluster. What's not clear right now is how much risk Kim Jong Un is willing to run to show the world and domestic elites that he's a tough guy,” said the official, who asked not to be named. “His inexperience is certain -- his wisdom is still very much in question.”
There was a mass demonstration in support of Kim involving tens of thousands of people in the main square of North Korean capital Pyongyang Friday, The Associated Press reported.
Placards read "Let's crush the puppet traitor group" and "Let's rip the puppet traitors to death!"
'War for national liberation'
The state-controlled KCNA also published an article that said the “opportunity for peacefully settling the DPRK-U.S. relations is no longer available as the U.S. opted for staking its fate. Consequently, there remains only the settlement of accounts by a physical means.” DPRK stands for Democratic People’s Republic of Korea, the North's official name.
“A battle to be fought by the DPRK against the U.S. will become a war for national liberation to defend the sovereignty and dignity of the country and, at the same time, a revolutionary war to defend the human cause of independence and the justice of the international community,” the article by “news analyst” Minju Joson said.
South Korea’s Yonhap news agency quoted a South Korean military official as saying that there had been “increased movement of vehicles and forces” at missile launch sites in the North. “We are closely watching possibilities of missile launches,” the unnamed official said.
North Korea routinely issues hostile statements but analysts have noted recent remarks have become more belligerent. In December, the North carried out a long-range rocket test and then detonated a nuclear bomb in a test earlier this year.
At a daily news briefing Friday, China’s Foreign Ministry spokesman Hong Lei said China was calling for an easing of tensions.
But some fear the situation could be getting out of control.
"It seems that Kim Jong Un is in the driving seat of a train that has been taken on a joyride," Lee Min-yong, an expert on North Korea at Sookmyung Women's University in Seoul, told Reuters.
Russia, meanwhile, appeared to criticize the U.S. over Thursday's bomber mission.
"We are concerned that alongside the adequate, collective reaction of the U.N. Security Council, unilateral action is being taken around North Korea that is increasing military activity," Foreign Minister Sergei Lavrov told reporters in Moscow, according to Reuters.
"The situation could simply get out of control; it is slipping toward the spiral of a vicious cycle," he said.

단지 "순전히 뻥카"일 뿐이라고 무시해서는 안된다고
어느 미국 관리가 경고했다.
미국이 현재 전전긍긍 하고 있는 것은 바로 그 점 때문이지요.
즉, 북한은 결코 군사적 약소국이 아니라는 사실 때문입니다.
즉, 북한이 마치 "군사강대국"인 것처럼 행동하는 것이
결코 단순히 "뻥카"만은 아니라는 의미입니다.
지금 세계의 모든 강대국들은 북미 핵대결을
지켜보고 있는 중이지요.
즉, 그것은 곧 현재 북한이 세계최강국 미국을 상대로한
거대한 군사적 게임을 벌이고 있다는 의미이자
세계최강국 미국에 대해 맞상대할 수 있을 정도로
북한의 국제정치적, 군사적 위세는 실로 엄청나다는 사실을
세계의 강대국들은 모두 다 알고 있다는 말이지요.
그래서 러시아, 중국 등 세계의 그 어느 나라도
북미간 싸움에 쉽게 간섭하려 나서지 못하고
전전긍긍 하며 지켜보고 있는 중입니다.
이번 북미간 "치킨런 게임"은 결국 미국이 굴복할 수 밖에 없는
양상이 될 것으로 예측됩니다.
왜냐면 미국으로서는 이제 더 이상 꺼내들 카드도 없거니와
무엇보다도 미군의 한반도 점령, 주둔에 대한 국제정치적 명분이
사실상 없기 때문입니다.
그래서 미국은 현재 한반도 국제정치적 상황이 왜 벌어지고 있는 것인지
그 이유와 명분을 밝히지 않고 가능한 숨기려고 하는 것이며
북한은 그 내막과 진실을 자꾸 세계에 까발리려고 하고 있는 것이지요.
즉, 미군이 부당하게 한반도 남쪽을 강제 점령, 주둔하고 있어서
발생되는 문제라고 북측은 자꾸 까발리고자 하는 것이지요.
그렇다고 해서....미국이 북한을 무력침략해서
마구 때려부술 수 있는 처지나 능력도 안되는 상황이니....
결국 미국은 적당히 굴복하며 미국의 국제정치적 체면을
살릴 수 있는 방안을 지금쯤 열심히 모색하고 있을 것으로
추측됩니다.
어쨌든, 북미 핵대결의 결과가 어떻게 되든 상관없이
이번 사건을 통하여 북한의 국제정치적 위상과 위신은
더더욱 높아져 버렸습니다.
즉, 세계최강국 미국과 전면적 핵대결을 벌일 수 있는 나라로
전세계에 각인되어 버렸다는 의미입니다.
따라서 이제 세계의 그 어느 나라든 북한을
그런 국제정치적 위신으로 대우해주지 않으면
안되게 되겠지요.
그런 상황에서....러시아, 중국 따위가 감히
북한에 대해 큰소리를 칠 수 있겠는지....
한번 생각해 보세요.
그건 한마디로 어불성설, 넌센스이지요.

작성자카요 작성시간 13.03.31 어느 나라나 외적이 자국을 침략한다면 이에 대항하여 싸우는 것은 당연한 겁니다. 정부의 가장 기본이 되는 임무이고. 정부의 존재 이유가 되는 것이죠.
문제는 북미 간은 상호 공멸할 수 있는 무시무시한 핵전력을 보유하고 있다는 점입니다.
북은 미국과 이미 오래 전에 전쟁을 치렀고, 국토가 초토화되는 참화를 겪었습니다. 그리고 그때로부터 지금까지 미국의 핵 침략위협과 적대정책의 고통 속에서 살아왔습니다. 그래서 북은 미국에 대해 원수라 하지 않고 원쑤라 하는 것이죠. 얼마나 사무치고 사무치는 원한이 싸였으면 그렇게 표현하겠습니까.

작성자카요 작성시간 13.03.31 또한 미국은 어제도,, 오늘도 방대한 핵전력을 한반도에 진입시켜 놓고 북을 위협하고 있습니다. 이런 상황과 조건에서 만일 미국이 북에 대해 도발을 한다면, 그 도발이 핵도발이 아니라 재래식 도발이라 하더라도 북으로서는 미국의 북침 전면전으로 판단할 수밖에 없는 처지입니다. 그렇기 때문에 남쪽의 국군이 되었든, 미군이 되었든 북에 대해 도발을 한다면 북으로서는 미국의 북침 전면전으로 받아들일 수밖에 없기 때문에 사생결단의 입장에 서 있는 북으로서는 핵보복 공격을 할 수밖에 없는 처지라는 것이죠. 즉 사생결단의 핵전면전으로 갈 수밖에 없는 처지라는 겁니다.

작성자카요 작성시간 13.03.31 핵전면전은 북의 핵방공호 시설로 인해 북이 승리한다고 해도 북의 영토가 폐허가 되어 오랫동안 사람이 살 수 없는 땅이 될 수 있습니다. 모든 것이 파괴되고 사람이 살 수 없는 땅이 되어 버린다면 승리한들 뭐하겠습니까. 북은 이러한 승리, 이러한 전쟁을 원하지 않죠. 그렇기 때문에 북은 한미의 사소한 도발도 막아야 할 처지입니다. 한미의 사소한 도발이라도 북은 핵전면전으로 대응 할 수 밖에 없는 처지이기 때문입니다.
